YES!!! I entered 0 for the AGI and it was ACCEPTED!! Thankfully, I hadn't mailed the returns yet because it's the weekend.
If I file by mail, because efile was rejected, do I send payment or were the funds already electronically transferred?

Unless you used a credit card to pay the federal taxes owed, then no payment was sent to the IRS due to the tax return being rejected.
So if I gave my bank information (routing and account #) the funds won't be withdrawn?

No, since that would be a direct debit from your bank account the IRS would have to receive and accept the tax return. Since it was rejected the IRS does not have your bank account debit information.
Thanks so much for your help!
I get the same result saying rejected because of incorrect 2019 AGI when the 2019 AGI is correct. TurboTax won't refund 25 for rejected state efiling. THUMBS DOWN TurboTax
I've also had this problem. After double checking the AGI and resubmitting, same rejection. I checked my IRS transcript and the 2019 AGI is missing, just blank. I called the IRS and told them that I mailed in my 2019 taxes with a check payment for taxes due. They verified receipt of the check and stated that the 2019 mailed returns have not yet been processed therefore I should enter "0" in the AGI box. This did not work, rejected again.
This problem effects the stimulus payments as I have not received payment two and three yet. I claimed the credit on the 2020 return and the IRS owes me a refund so I am trying to efile and avoid a long wait by paper filing. If they have not yet processed the 2019 paper returns I can only imagine how long it will take them to catch-up and process the 2020 returns.
Next, I will try to eFile by editing my AGI in Turbotax and say that we did not file 2019 taxes and see what kind of mess that stimulates. I am currently waiting for a transmission verification at the time of this post. Good luck if you paper filed last year.
:30 minutes later...
Just received a message from TurboTax that my Federal return has been accepted, so if entering 0 into AGI does not do it, choose "edit AGI" and select "did not file a 2019 return" and see if it goes through. Good Luck.
On March 2020 I filed my Joint Tax return using Turbo Tax. I had to mail it in as it would not let me electronicly file because I had not sent in my State Income Tax. New Hampshire does not have a State Income Tax I had a refund due. June 2020 My wife passed away and in November I received a letter from the IRS Stating that one of the people on my return was deceased and they gave me a form to fill out. I completed the form and sent it back with a copy of my wifes death certificate. The letter said I would receive my refund in 6-8 Weeks. I have still not received my Refund and I have not received my 2nd and 3rd stimules checks.
Last week I did my 2020 Taxes using Turbo Tax And Electronicly filed them ,again filing a joint return, as my wife was alive until June 7,2020. Now my taxes have been rejected saying my AGI does not match their records so I requested a Transcript and got a letter back saying they have no record of a processed tax return for the year 2019 and gave me a phone number to call if I had questions. I have tried several times to call but get a message to try again every time I call. WHAT DO I DO NOW?
For your 2020 tax return use zero for the AGI for you and your spouse for the identification step during e-file.
I had the same problem putting where TurboTax inserted the 2019 AGI. and it was rejected
I changed it to zero and resubmitted and it was accepted
In my case I had filed paper returns for 2019 and so its possible the IRS may not have it it
it keeps rejecting my return and I mailed it and it says it didn't receive it, I am disappointed in turbo tax, it will not let me efile and all the AGI is correct, but it will not let me efile this year
You received an email that we cannot see that tells you why your tax return was rejected.
Some rejected returns can be fixed and re-filed. Some have “un-fixable” reasons for the rejection and have to be mailed instead. What is the rejection code or rejection message?
If it was rejected for AGI—-be aware that many 2019 returns took so long for the IRS to process that your 2019 AGI might not be in the IRS system. Try using zero instead.
If filing with zero is rejected then file again but select the option that you did not file last year. The IRS does not see that question and it will allow you to e-file with no AGI question.
Or—-if you filed as a “non-filer” just to get the stimulus check on a 2019 return, try using $1 as the AGI.

If that does not work and you still cannot e-file, then print, sign, and mail your tax return.
If you mailed your return-----
MAILED RETURNS
Per the IRS:
COVID-19 Mail Processing Delays
It’s taking us longer to process mailed documents including:
We are processing all mail in the order we received it.
Do not file a second tax return or call the IRS.
It can take 3-4 weeks (or longer since the IRS is backlogged) for anything to show up on the IRS site when you mail a tax return. Expect 6-8 weeks for complete processing of a mailed return.
If you mail a tax return (or a payment) to the IRS, it is a good idea to use a mailing service that will track it like UPS or certified mail so you will know it was received.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s.
TurboTax will not know anything about your mailed return, and will continue to show “Ready to Mail” on your account. TurboTax will not know that you put your tax return in an envelope and took it to a mailbox. TurboTax does not get updates on mailed (or e-filed) returns.
When the IRS opens its mail and begins to process mailed returns you can check the status on the IRS site. https://www.irs.gov/refunds
State returns have to be mailed to the state.

IRS rejected my return because they stated the AIG on my return was wrong, but it is correct! Please have someone tell me what to do as I have already paid the IRS what I owed on my 2020 taxes.
Try entering 0. When did you file 2019? If it was late in the year or you mailed it, try putting in 0 (zero) for the AGI. And see, https://ttlc.intuit.com/community/rejections/help/what-if-i-entered-the-correct-agi-and-i-m-still-ge...

Be sure to attach copies of your W2s and any 1099s that have withholding on them. You have to mail federal and state in separate envelopes because they go to different places. Get a tracking number from the post office when you mail them for proof of filing.
