Unfortunately, none of the steps i've found browsing forum have worked for me, maybe because I actually qualify for the free IRS version (but find it much more confusing than regular free so prefer to use regular version). I'll be moving on to H&R Block because the hassle is just not worth it.
Turbotax NEED to put a disclaimer about this when having people sign up for the IRS tax free version. This is just ridiculous.

The steps work for most people, so I don't know why the steps didn't work for you, but it's not because you are switching from IRS Free File Program to regular Free Edition even though you qualify for the former. The IRS Free File Program should let you switch to any of the Online TurboTax products for any reason, if the steps above are followed carefully. Perhaps you didn't proceed far enough--I'll explain what I mean below.
I just tested that scenario you described, and it let me switch from the IRS Free File Program to regular Free Edition even with the minimal amount of info I had entered into the IRS Free File Program as a test. See this image:

After following my steps carefully, and after choosing a new product to start, and when it's finally time to log in, are you sure you are proceeding far enough after logging in to get that popup?
After logging in, you'll initially be at at screen that says "Let's continue working on your taxes." (or words to that effect), but you won't yet have the full left-column menu, and the return will not yet be open.
So Continue something so the return will open up.
Then it should give you the popup as in my image above.
I had a problem when filing both Federal and State and
they were both REJECTED.
I Fixed the problem with the Federal by mailing it in BUT
I cannot get State to EFILE.
How can i get past the REJECTED and file the state
by EFILE which i have already $25 to file.

Unfortunately, you are not going to be able to efile the state return. I'll explain why below and how to reach TurboTax Support in regard to the $25 state efile fee you paid.
The state return was initially rejected because the Federal return was rejected. That always happens to a state return if the Federal return is rejected.
Since you mailed the Federal return, you cannot efile the state return.
A state return can only be efiled by itself if the Federal return was efiled and has been accepted. In your case you mailed the Federal return, so your only option is to mail the state return, unless (perhaps) your state allows you to file a state return on their state tax agency's website.
Don't forget to sign and date the state return prior to mailing it to your state tax agency. It's good to mail by a method that has tracking such as certified mail, priority mail, etc.
You can talk to TurboTax Support about the $25 state efile fee that you've already paid.

@DoninGA - I have READ the answers in this thread. I have tried all suggestions. And called support 3 times. There is no way to upgrade from Free File to paid version and take along all the data that was already entered. Essentially, you have to start over on another version. I have READ the suggestion of another user to go to another service provider and I like that idea the best.
Did you try the procedure from @mesquitebean ?
So try again, following these steps exactly. Print them out so you can follow them point by point.

There is no upgrade option if you are in the IRS Free File program. If you do not qualify for Free File, you have to create a new account in regular TurboTax, you can start in the Free Edition and upgrade from there if you need to. Free Edition and Free File are 2 entirely different products. @Cindy57
