If you are using the Online version and wanting to file another person's return, you would have to do a new, separate online account (with a different user ID) for each federal return you want to prepare and purchase for each (if you need to use a paid version of the online software). If you do another return under the same username, it will override the one you already filed and lose everything for that return.
You can still use your same email address (for up to 5 online accounts) if you want to get notifications, but the username must be a new one for each online account you create.
The CD/Download (desktop version) product is a better overall value for people who prepare tax returns for their friends and family. This one will allow you to prepare and print unlimited federal returns and e-file up to five at no extra cost. My problem is "how to add a "new account" to my CD/Download Deluxe version. It is not an online version, and I thought I can supposedly do this? I want to put my daughter's return on it.
Sure. There are no accounts in the Desktop program. You just start a new return. Go up to File-New. But first be sure to save your return with a unique name so it doesn’t get confused with another return. Go to File-Save or Save As. Because if you do another return and they have the same first name or initial as you their return might save over yours.
And be in the habit of saving Frequently! When you are done save both the .tax data file and save it as a pdf file, go to File-Save to PDF. Then you won’t need the program installed to view or print your return in the future. Like if you need a copy to get a loan or something. And save backups off of your computer like to a flash drive or burn a CD.
I cannot get to a new screen, that allows me to enter a new UserID, and start a new return. This is a CD/Download Turbo Tax from Amazon, not the online program. It does not give me the option to completely logoff, and give me the a completely new screen to add another user/return and go forward. Only my history is the option. What am I missing??

With the CD/Download editions there is no User ID to enter for you or anyone else.
To start another tax return you only need to click on the File menu at the top left of the desktop program screen. Then click on New Tax Return.
Sure sounds like you are accidentally in the Online version and not in the Desktop program. When you did your return was there a black menu bar on the left Side? That is online. Desktop has a blue bar across the top. That happens a lot people end up in the wrong one. You don't log in or off using the Desktop program.
Did you get the program installed? Did you have to enter the 14digit License Code? Amazon article on how to download software,

You can move your Online file to the Desktop program and continue without paying for Online or needing to reenter your info.

After you get the program installed the first thing to do before you open your tax return .tax file is to update the program and install any state programs you had. Then open your file. So you first might need to start a fake return to be able to download the state program (go to FILE - NEW).

Am I supposed to clear out lines of my data, and replace with my daughter's data? How is the system going to save the different file? I had understood that I'd be able to set up two different returns,

No the Desktop program can do unlimited returns returns. It saves each return as a separate file on your computer ending in .tax2019. They should be in your Documents then in a Turbo Tax folder. Are you on Windows or Mac?
In the Desktop program you can efile 5 federal returns for free. The rest you can print and mail. You can print and mail state return for free or it is 24.99 to efile a state return.
Call Support, I think you are accidentally using the Online version not the Desktop CD/Download program.
Can you post a screen shot so we can see what you are seeing and where you are stuck? What version do you have?
