It's very possible that they may have it but just not started reviewing/processing it yet. Until they do, you won't find it in their system when you try to track it. Allow them a couple more weeks and then call them. Mailed returns always take a bit longer to get entered in. If you have to ever mail one again, you may want to consider using a tracking service with USPS or maybe FedEx so that you know once they receive it.
You only want to call them if it’s been at least 6 weeks since you mailed and at that time, you can reach them at the IRS tax refund hotline at 800-829-4477, Monday - Friday, 7:00 a.m. to 11:30 p.m. Or, call the 24-hour assistance number at 800-829-1040

Processing times vary from state to state. Some states may take up to 90 days or longer to process the returns and issue refunds. If you have successfully filed and the returns show as accepted in TurboTax, you will need to check your state's website to track the status of your refund. They will provide the most up to date status for you there.
The state does not send any updates to TurboTax after they accept your return. Once they approve your refund, they will update the status with a deposit (or check mailed) date for you, on their website.
And you can use your State Department of Revenue's website to check status of state tax refund. Choose your state here How do I track my state refund? and it will give you steps to track the status.
As much as we would like to help, TurboTax does not distribute refunds, only the IRS or your state tax agency can legally do so.
NOTE: If you track status and it shows as "no record;" that just means they have not started processing your return. Until they start reviewing/processing it, there will be no record. Just keep an eye out on the status page for updates.

Only the IRS can provide you with that information. A timeframe should be on the letter you received. Generally, they ask you to contact them if you don't receive your refund or hear from them within 60 days from the date of the letter. Once they have completed their review, they will issue your refund.
The IRS has indicated that the letters are part of the screening program to combat stolen identity refund fraud and do not mean the taxpayer has been selected for audit. The IRS uses algorithms similar to a discriminate function system score to detect potential refund fraud.
Certain characteristics are:
If the taxpayer is a first-time filer,
Receiving a refund unusually larger than the one from a prior year or is receiving W-2 income unexpectedly.

Or you can call them at the IRS tax refund hotline at 800-829-4477, Monday - Friday, 7:00 a.m. to 11:30 p.m. Or, call the 24-hour assistance at 800-829-1040 to see if they can provide you a timeframe if not provided on the letter.

That is normal procedure for TurboTax. Emails went out to all customers who chose to pay their TurboTax fees through their federal refund (Refund Processing Service), but then had their refund withheld by the government. And because your refund was withheld, Intuit was unable to receive payment for your TurboTax fees. You should have received a total of three emails regarding that. And if you did not make payment upon receiving the first email or you did not contact customer service at the number in the email, you'd get the remaining two emails. If no response, your account is auto-debited for what you owe TurboTax.

No, the state not being accepted has no bearing on your federal refund. The IRS and your state use separate refunding procedures and schedules. So your refunds are processed by two different entities. IRS processes federal and state processes your state return. You can use the IRS Where's My Refund site for the latest status on your federal tax refund.

If
you use Print Center to print, it will give you an up-to-date copy of your return. Steps to do this can be found below.
**If your return is
still active and you are inside the return, you can click on Tax Tools on
the left, and then Print Center.
**If your return
thinks you have already printed and filed, these are
directions to Print Center.
Log into the
account you filed the return in
Click Tax
Home to the left
Scroll down
to Your tax returns & documents and click Show
Select Add
a State to get back in return (not adding one, just a way to get
inside return)
In the left
hand-menu, select Tax Tools.
Select Print
Center.
Then
choose Print, save or preview this year’s return.
Now check
the 2017 federal returns
(or 2017 state returns) box and
choose which forms to print out or all worksheets.
Select View
or print forms, then go ahead and print.
NOTE: If you correct something after a reject
or amend the return, it works better to print from Print Center.

You will have to check the status of that with the IRS and your state. I will provide how to do that below. They do not provide an update to TurboTax for mailed returns, as they would with e-filed returns.
If you mailed your federal return and are expecting a refund you can start checking the status of your return on the IRS website Where's My Refund 4 weeks after mailing your return. It takes that amount of time for it to show up in their system.

Yes, amended returns can be e-filed for New York and Vermont state returns (not federal returns) only. You will check the status of it on your state's website. And you can go here How do I track my New York tax refund? to get details on tracking state refunds for NY.
It is also recommended to wait until your state has accepted, processed and you have received your state refund before you amend the return. Or if you owe them, you want to pay them before amending return. Do not make any changes in the return before then.

If you had not already e-filed, you don't need to amend it, you just go back in and correct what you needed to change. But once you hit "amend" it's going to reset that meter to $0 no matter what, before you input anything else.
