You complete your tax return by finishing all 3 Steps in the File section. In Step 3, to e-file your tax return, you must click on the large Orange button labeled "Transmit my returns now".
After completing the File section and e-filing your tax return you will receive two emails from TurboTax. The first email when your tax return was transmitted and the second email when the tax return has either been accepted or rejected.
Note - Once a tax return has been Accepted by the IRS or a State, TurboTax receives no further information concerning the tax return or the status of any tax refund. Only the taxpayer listed on the tax return can obtain the status of a tax refund or a tax return.
To check the status of an e-filed return, open up your desktop product or log into your TurboTax Online Account. You can find your status within the TurboTax product.

What is the status shown for the 2018 tax return? Accepted, Rejected, Printed, Ready to Mail, Started?
When did you efile? Was your return Accepted? When you efile you get back 2 emails. The first email only confirms the transmission. The second email says if the IRS (or state) Accepted or Rejected your efile.
Just paying the fee doesn't file the return. After you paid did you continue on to the very end and hit the big orange Transmit Returns Now button?
Maybe you didn't finish filing it or it Rejected. When you log into your account you should also see the status and if it was Accepted or Rejected, Started, Printed, Ready to Mail, etc. what does it say?
If they didn't get it You now have to print and mail prior year returns. When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS or State received the return. Mail federal and state in separate envelopes.
You need to register a 2019 online account to access prior years
If your return didn't get filed then the payment info wasn't sent to the IRS and state. Your only proof of payment is your bank statement or credit card showing the payment coming out. Didn't you notice they never got paid?

After speaking to the IRS directly, they confirmed that they did not receive any payment or tax return from me and my husband for 2018. I purchased the audit defense protection, but they have only advised me to send in the printed tax return plus payment of tax owed and the fees.
An electronic or human glitch is responsible. I accept that is was probably me. Turbo tax did a good job of collecting their fees, but never alerted me that the return had and payment hadn't processed. I've done my taxes via TurboTax for nearly 20 years and this is a first.
How do I speak to an actual TurboTax representative?

What is the status of the e-filed federal tax return? If the status is anything other than Accepted then the tax return was never e-filed. If you did not print and mail the federal tax return then the return was never filed.

A 2018 tax return can only be printed and mailed, it cannot be e-filed.
Print, sign, date and mail the tax return to the IRS. Include with the mailed return any forms W-2 and 1099 which have taxes withheld. Go to this IRS website for mailing addresses - https://www.irs.gov/filing/where-to-file-paper-tax-returns-with-or-without-a-payment
There are no penalties for filing a tax return after the due date if filing for a tax refund or there are no taxes owed.

If you have used Turbo Tax for a long time you know you need to get back the Accepted Email. Or log into your account and check the efile status. And of course the payment not being paid was a big clue.
Totally agree that it was my responsibility to verify the return was sent and money withdrawn from my account. We had a family emergency at the time and I was very distracted....
However, TurboTax is a flawed software program...why didn't I receive an email alerting me that I never actually transmitted the returns? I'm sure their cookies provided them with that detail. As my kid pointed out, even a shopping website will send you emails reminding you there are still items in your basket...
Bottom line: I called the IRS using the number on the 'not-filed' notice they sent The IRS team was extremely nice and very helpful. The hold time was short. They patiently listened to my issue and explained exactly what I needed to do. Since I've always filed on time and paid my taxes (basically stayed clear of trouble), they encouraged me to call back and request that the penalties be waived. They have the power to waive penalties.
I did have to mail the return again and send a paper check for the 2018 tax due, but was not required to send the 1099 and W-2's. There's no reason NOT to call the IRS...they were terrific!
