Totally agree that it was my responsibility to verify the return was sent and money withdrawn from my account. We had a family emergency at the time and I was very distracted....
However, TurboTax is a flawed software program...why didn't I receive an email alerting me that I never actually transmitted the returns? I'm sure their cookies provided them with that detail. As my kid pointed out, even a shopping website will send you emails reminding you there are still items in your basket...
Bottom line: I called the IRS using the number on the 'not-filed' notice they sent The IRS team was extremely nice and very helpful. The hold time was short. They patiently listened to my issue and explained exactly what I needed to do. Since I've always filed on time and paid my taxes (basically stayed clear of trouble), they encouraged me to call back and request that the penalties be waived. They have the power to waive penalties.
I did have to mail the return again and send a paper check for the 2018 tax due, but was not required to send the 1099 and W-2's. There's no reason NOT to call the IRS...they were terrific!
