I have exactly same problem as you have, even my Federal transmitted has been accepted by IRS but Turbotax still not allow me efile state.

You may have posted before reading the whole thread. So you may not have seen the following info I posted earlier:
This is a known issue for some desktop TurboTax users that is expected to be resolved in a product update on March 19, 2021.
You can sign up through this FAQ for notifications, if desired.
Federal was e-filed 3/15 (yesterday) *and* accepted by IRS.
Today we want to e-file state return and it is not allowing us to do so.

Are you using the Desktop program?

New update did the trick! CA state return has been successfully filed. Thanks for the support!

I am having the exact same problem filing my returns - the payment pop-up window is dead - none of the links work. Have written to ALL the support portals - and talked to a gal in support who sent me a new version. (I purchased my version and downloaded fromn Amazon).
She sent me a new version - I uninstalled, installed new version, and it still doesn't work. I hope they fix this before May 17 or there is going to be a lot of panic for those waiting to file at the last minute.
I'm very frustrated and need my state refund asap so I can pay my federal!
I don’t know where you live, but in my state you have to include a copy of the fed return in order to file a state return. We were able to e-file the state once TT updated last week. We’d already submitted the fed but then couldn’t do the state a few days later until the system was updated.
My problem is the screen that prompts you to pay. The screen is dead - none of the links work. Can't go further.
To clarify, when you click the link to take you to the payment site do you get an error message (if so please post the exact error you receive) or it just won't connect?
I complete my taxes and do all the pre-efile stuff, (enter my drivers license, bank info, etc.) it saves my return and displays a pop-up screen to pay for my state efile fee. "Let's Complete Your Purchase Online. select 'continue to go to our online store'. However, the pop-up screen's links don't work. 'Continue' doesn't work. The screen is dead except for the exit button. There is no error message When I exit the pop-up, it tells me my payment didn't go through. This is as far as I can get. BTW, I downloaded my TT Premier to my desktop from Amazon in January 2021. Changing my screen size doesn't work. Also, I did my daughters taxes, and had the same problem. I could efile her federal because it was free and I wasn't filing the state, and didn't need the payment screen. But I can't file her state either. (California) some gentleman from Georgia says he's having the exact same problem. There's either a bug in the screen, or the linkage to the payment screen.

So you said "Changing screen size doesn't work." I don't know exactly what you did. Are you using the Windows version? For Windows users, there are a couple of things in that regard that can cause problems with TurboTax popup windows--screen resolution and scaling. I don't know which one you tried, or if you tried both. The adjustments are in Windows settings>System>Display.
Is this what you did: If you tried a screen resolution 800x600 without success, then try a resolution of 1024x768.
If changing screen resolution didn't help, it may be a scaling issue. If you have the display scaling set above 100%, put it on 100% and try. You can put all the settings back later.
