I had to do the forced download method.
When I did the standard Check for Updates, it would say the software was up to date.
Once the software was downloaded and installed I was able to e-file both Federal and state returns.
The link for forced updates is: https://ttlc.intuit.com/community/updating/help/troubleshoot-turbotax-for-mac-updating-issues/00/255...
I still have this problem on my Mac as well (Feb 17 through ??). Steps that didn't help: checked for updates, opt-loaded updates ("Up to date"), uninstalled and reinstalled according to Intuit's directions, got on the phone with Intuit Support (no new suggestions), tried and retried repeatedly.
We're the same except for the state. I tried everything again tonight with no luck. Application 2019.r14.032.
@DonBronBronito the shut down computer, shut down router, shut down modem, and turn back on in reverse order worked for me.

I did reboot the router. Then after powering the computer back up there was an update available. After installing I was able to transmit properly.
Have you tried to disable your virus protection before uninstalling and reinstalling the TurboTax software? This has worked for many people who are having the same problem.

Resolved for me! 2/20/2020 2:17pm PST This is the third day and finally an update was available when I relaunched TurboTax (first Mac update since trying and failing to efile 2/17) "Critical update available..." EURIKA! After installing the update and relaunching TurboTax I "continued" to "Ready to file you return" and the validation finally worked and the efile succeeded. I was very close to giving up and snail-mailing but I was hoping that an actual corrective update was in the works. It appears it was!
Hi Dawn,
I am using Home & Biz. I uninstalled and reinstalled TurboTax but that didn't help. I still get the circular reference and cannot transmit returns.
I tried to transmit the Federal return separately and that worked. However, when I tried to transmit the Illinois state return, that came back with the message about needing to be updated. So apparently there is some issue with not being able to transmit the Illinois return.
Does this lend any additional perspective to the potential solution? Do you recommend that I just send the IL state return via mail, or should I wait for a possible solution? I have already paid the $19.99 plus tax to file my IL return electronically.
You might try the steps here before resolving to print/mail.
I'm experiencing this error on a Mac with TurboTax Deluxe. The links to the state cleaner are windows only. Is there a Mac version?
You can contact customer service by following the instructions here if the assistance above did not work for you.
It is now April and I have the same problem when I submit just my federal return.
Yesterday I managed to speak to someone who sent me a fresh copy of TurboTax
Deluxe and I reinstalled and updated the program and I get exactly the same validation error
when I submit for E-filing. Why hasn't this been fixed?
What validation error are you receiving? Thank you!
