I suppose someone could make up a 1099R and claim a lot of withholding to get a refund. So they want to match your 1099R to the one the payer sent in to see if it's legit.
#2, I still don’t quite understand, I am using the same TurboTax software to file my return,
1. if e-file, 1099-R (with tax withheld) don’t require to attach it.
2. If by mail, printout from the same TurboTax software, 1099-R (with tax withheld) need to attach it.
Double Standard ???
@My777 wrote "Ok, if the payer does send a copy of my 1099-R to the IRS, then 1. why the IRS asking me to send a copy of my 1099-R ?"
That's a valid question. Did the IRS give a reason in the letter they sent you in June?
In any case, the fact that you haven't heard from them since June suggests that they have everything they need to process your return, and the delay is simply due to the backlog they're experiencing. You might also want to check the IRS "Where's My Refund?" online tool. Here's a link:
The IRS didn’t give any reason, stated that the prove of tax withheld amount and income. My tax is very simple, so I sent a copy of 1099-R (there is a tax withheld on it), and all the supporting documents: my dividend and interest, that all I have. All by mail, cause I don’t have fax machine.
Thanks , I have checked the IRS online “where is my refund” every day since I have mailed my supporting documents on June.
Federal income taxes were withheld. What's the next step?
If you received a 1099-R, here's the steps for How to Enter 1099-R. Type '1099-R' in the Search area, then click on 'Jump to 1099-R' to get to this section.
You will report the Federal Tax withheld when you enter it in TurboTax.
If you Efile your return, just keep the 1099-R for your records. You don't need to mail it.
@Closplint
It looks like now that I have several 1099-R forms with Copy B required to be attached to my tax form, I will have to mail in a paper, and not use e-file. Looking at IRS form it says "Authorized IRS e-file Providers are prohibited from submitting electronic returns to the IRS prior to the receipt of all Forms W-2, W-2G, and 1099-R from the taxpayer." Unfortunately, Turbo Tax does not have an attachment or upload option for Copy B of 1099-R.
@LB641 Why do you have to mail? If you mail your tax return you have to physically attach a copy of W2s and any 1099 that show withholding in box 4. If you efile you don't actually attach or send a copy of your 1099R . You do that just by entering your 1099 forms in the program.
The 1099-R produced from form 4852 is a substitute form that one did not receive. However if one is filling in from abroad, outside of the US, then there is no Federal identifier Number to fill in on the 1099-R. So why is the Turbotax software not allowing e-File because the 1099-R has no Federal Identifier Number? You are not sending the 1099-R, only the 4852 forms when filing with the IRS. This makes no sense!
I find this very inconvenient and a bug in the software and I will demand my money back on this product. Last year was bad enough that when I need to file the 1040-X, TurboTax could not see that I had already filed my 1040 with emails that it was excepted, and TurboTax would not file the 1040-X.
I expect a reply from TurboTax on this issue with a full refund

IRS form 8453 is a transmittal form for documents and mentions the 1099R in its instructions but has no place on the front page to check off to send in 1099R's. Implies to me that they don't want them.
You don't need to send in your 1099-R forms if you file electronically. If you file by mail, you would include copies of your 1099-R forms if those forms had federal income tax withheld on them. @one_elmwood
Not true. This year is the second time that irs has sent me snail mail asking for a hard copy of my 1099r, which I already included in my electronic turbotax file. It delays getting my refund for months.
It is not required to mail 1099-R forms if you file electronically. If the IRS reviews some aspect of your return or if the information you entered does not match what they have on file, they may request additional information or documents. But you are not expected to mail copies of forms when you e-file. The issuer of your 1099-R already sent the IRS a copy, so there is likely a discrepancy between the form and how it was reported on your tax return.
You said this is the 2nd time. What was the problem the first time? Are you sure you entered the form or did they adjust your refund in any way? @cmtn
The first time was in 2020. The same thing happened. After I efiled IRS sent a letter asking for a printed copy of the 1099R, which delayed my refund a little over a month. This year that occurred again, and I am still waiting on my refund (going on two months). I filed my return exactly the same way in 2022, and had my refund before February 1st. My taxes are very simple - I use the short form. I just logged in and checked, the amount entered from the 1099R was the correct amount. This is very frustrating, since I have a large refund and depend on it in retirement. It does not make me happy about using turbotax! I definitely will not use it again!
Suppose it concerns X-Pats working/living abroad and having foreign retirement funds with no Federal Identification number. Then you have a problem! Turbotax will not allow you to e-file with no Federal Identification Number on the 1099-R even though Turbotax does not include the 1099-s forms, only the substitute form 4852 which is all you need.
Apparently, the software was not tested or written by foreign entities to save money with improper guidelines to tax rules. So the software needs to have exceptions other than the standard, i.e. for Foreign pension funds for those working/living/retired outside of the States.
