If you received a 1099-R, here's the steps for How to Enter 1099-R. Type '1099-R' in the Search area, then click on 'Jump to 1099-R' to get to this section.
You will report the Federal Tax withheld when you enter it in TurboTax.
If you Efile your return, just keep the 1099-R for your records. You don't need to mail it.
