I have tried everything listed above, and there is no way to coerce TurboTax into letting me claim the Recovery Rebate Credit when AMENDING my 1040.
In my case it has run the numbers and decided that based on my 2019 return that I should not have received anything from the CARES act, but according to the IRS my CARES act money was based on my 2018 return and sent to the wrong address and the money was later returned to the IRS and the IRS agents I have called say that the only way to claim it is to put a specific dollar amount (which they gave me) on line 30 of my 2020 tax return.
I get that many of you can get it to work by switching yourself from dependent to non-dependent...and that is why all the options above work for you, but this is STILL a problem for people like me. TurboTax provides no pathway for me to amend line 30 and enter the number that the IRS agents have told me to enter there.

I have filled my Recovery Rebate Credit, back in March the first or second. But I haven't received anything yet and the IRS said that they are still processing it. It has been longer than six weeks. What's up with that.
According to this IRS update as of April 23rd:
The IRS is now opening mail within normal timeframes. The IRS has also made significant progress in processing prior year returns. As of April 16, 2021, we had 1.5 million individual tax returns received prior to 2021 in the processing pipeline. Including current year returns, as of April 16, 2021, we had 16.1 million unprocessed individual returns in the pipeline. Unprocessed returns include those requiring correction to the Recovery Rebate Credit amount or validation of 2019 income used to figure the Earned Income Tax Credit (EITC) and Additional Child Tax Credit (ACTC). This work does not require us to correspond with taxpayers but does require special handling by an IRS employee so, in these instances, it is taking the IRS more than 21 days to issue any related refund. If, as a result, a correction is made to any RRC, EITC or ACTC claimed on the return, the IRS will send taxpayers an explanation. Taxpayers are encouraged to continue to check Where’s My Refund? for their personalized refund status and can review Tax Season Refund Frequently Asked Questions.
How long you may have to wait: The IRS understands the importance of timely processing of tax returns and refund issuance. We are processing returns received over the summer and fall in 2020 due to the extended July 15, 2020 tax filing due date. While the majority of 2019 refund returns have been processed, in some cases, we are processing tax returns that were mailed with a payment even though payment associated with these returns have been processed by the IRS. However, we are rerouting tax returns and taxpayer correspondence from locations that are behind to locations where more staff is available, and we are taking other actions to minimize any delays. Tax returns are opened in the order received. As the return is processed, it may be delayed because it has a mistake including errors concerning the Recovery Rebate Credit, is missing information, or there is suspected identity theft or fraud. If we can fix it without contacting you, we will. If we need more information or need you to verify that it was you who sent the tax return, we will write you a letter. The resolution of these issues depends on how quickly and accurately you respond, and the ability of IRS staff trained and working under social distancing requirements to complete the processing of your return.
What you should do: If you filed electronically and received an acknowledgement, you do not need to take any further action other than promptly responding to any requests for information. If you filed on paper, check Where’s my refund? If it tells you we have received your return or are processing or reviewing it, we are processing your return, but it may be under review. We’re working hard to get through the backlog. Please don’t file a second tax return or contact the IRS about the status of your return.

I am experiencing the exact same thing as you. We’re you able to receive your RRC now that line 30 changed or are there additional steps? Even my amended tax form says I should be receiving 1800 but in the total refund at the bottom it is significantly less.
@olliepurp yes, when I logged in again recently and filled out a new amended return TurboTax displayed the correct refund amount (1800) and I was able to file a 1040X normally. Did you change anything in your amended return other than the RRC?
Yes,on my amended I also added a new tax form including my education costs as I was a full time student. Hmm, I’ll log in and try to see if it’s corrected itself now. Thanks for the response!
Where do I go to amend my taxes for a recovery rebate! I had a baby in 2020 and I didn’t claim it on my taxes... when I go to the part that asks me how much was my first and second one it states that that is the correct amount but it’s not adding anything for my newborn just my older kids!
So are you amending to add the new baby then updating the Recovery Rebate forms? If so, remember to add the baby or the Recovery Rebate will not change for you. Only dependents are computed for the credit on the return. Here is how to amend your 2020 return.
First, make sure you really need to amend and that your 2020 return was accepted in TurboTax Online or paper-filed through the mail. You can't amend a return that hasn't been filed yet.

TurboTax gives you an estimated date for receiving your refund based on a 21 day average from your date of acceptance, but it can take longer. “21 days” is not a promise from TurboTax or the IRS. Some delays are resulting from incorrect amounts that folks entered for stimulus checks they received. Many people have been confused by the recovery rebate credit and completed it incorrectly. The IRS may delay your refund while they cross-check to see what you received. Some refunds are delayed because of the tax law changes that went into effect recently. If your return has unemployment or the premium tax credit on it, that may be delaying it.

Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.

Yes I did that and when I put the amount of my first and second one it says — you receive the correct amount but I didn’t get anything for my baby because he wasn’t on my 2019 taxes cause he wasn’t born!

Are you sure you have the baby listed as a dependent on your 2020 return? Go back through the dependent interview for your newborn and make sure you answered that the baby lived with you the whole year and not just a portion of 2020. Also, do you have a SSN entered for the baby? It is required to generate any stimulus payments or recovery rebates. @Teela1
It sounds like TurboTax is not recognizing your newborn as a dependent eligible to receive credits. This usually happens when you don't indicate the child lived with you all year or you don't have a social security number entered for your dependent.
I was unable to amend my tax return to receive the Recovery Rebate credit. Has this feature been fixed yet? If not, how do you suggest I submit my amended return?
