I have tried everything listed above, and there is no way to coerce TurboTax into letting me claim the Recovery Rebate Credit when AMENDING my 1040.
In my case it has run the numbers and decided that based on my 2019 return that I should not have received anything from the CARES act, but according to the IRS my CARES act money was based on my 2018 return and sent to the wrong address and the money was later returned to the IRS and the IRS agents I have called say that the only way to claim it is to put a specific dollar amount (which they gave me) on line 30 of my 2020 tax return.
I get that many of you can get it to work by switching yourself from dependent to non-dependent...and that is why all the options above work for you, but this is STILL a problem for people like me. TurboTax provides no pathway for me to amend line 30 and enter the number that the IRS agents have told me to enter there.
