I had the same issue.  The state of Illinois would not accept the e-file.  Request a refund

I want a refund, too.  I tried electronic submission 3 times and kept getting this message on the Federal return: "IND-031-04 - The primary taxpayer's AGI or Self-select PIN from last year does not match IRS records."  I kept a copy of everything I sent to the IRS for 2020 taxes, and the 2020 AGI was correct.  I finally decided that my IRS account for 2020 must be screwed up somehow.  In the meantime, I already was charged $20 for filing my state return.  Since I didn't use TurboTax for filing my 2021 state income taxes, I want a refund on the $20 filing fee you charged.

Did you try entering 0 for the AGI?  The IRS took a long time to process 2020 returns.  So try 0  especially if you mailed your 2020 return.

@VolvoGirl   Your recommendation (Did you try entering 0 for the AGI? The IRS took a long time to process 2020 returns. So try 0 especially if you mailed your 2020 return.) has worked for me so far.  I DID mail in the 2020 returns, and I just got an email from TurboTax saying "Federal Return Accepted".  Haven't gotten State acceptance email yet.

@VolvoGirl  Just received email that my state return has also been accepted.  Thank you so much for your advice on entering "0" in the prior year AGI field if you mailed in tax returns the prior fiscal year.

I also tried to e-file my state tax but it said I had an error.  The error was in the tax code not my info.  How do I get my $25.00 refund.  I have now mailed my return.  I used turbo tax Premier.

@Aza80aza There is a list of reasons why you wouldn't be able to e-file. Please refer to the article below.

Just tried to E-File state taxes, but could not complete credit card billing address page so that I could pay TurboTax fee.  Could not get a “Continue” at bottom of page so I was stuck.  How can I pay the fee so I can E-File state?
