The website for the states may indicated that you need to purchase the state but if you continue it should allow you to download your states without charge. If the website asks for a credit card number to pay for the state programs then you will need to contact TurboTax support for assistance in getting your state downloads.

Follow up question to this. I need for DC & MD for 2019. MD came free and I purchased DC separately last year. I switched from Windows to Mac recently. However the only thing available for DC is a "Windows Download" (I need it for a Mac). Do I have to pay again?
I realize this is a reply to a very old post, but I'm experiencing the same 190 error issue in 2026.
I purchased TurboTax Desktop Advantage Premier Tax Year 2025 (Windows Download), which includes a $20 discounted state filing fee that I already paid for (it appears in the Downloads section of my account). The problem is that the state add-on is treated separately from the core program.
In my case, I've had to uninstall TurboTax and reinstall the latest version because updates were causing severe blue-screen errors. The issue is that uninstalling the desktop app also removes the downloaded state return.
Even though I'm logged in to my account in the desktop app, it still doesn't recognize that I've already purchased the state. The software should be intelligent enough to check my account downloads, automatically re-download, and reinstall the state filing. Instead, it forces me to go through the purchase process again, wasting my time and requiring me to call customer support for a workaround.
This software needs to be updated to handle previously purchased state returns for a given tax year more effectively.
And no, Intuit, I'm not going to switch to the online version. I prefer the desktop app. I've already tried the online version and found that it lacks features available in the desktop version.
Hello everyone. This post is a follow-up regarding the 190 error.
After spending about two hours on the phone with Intuit support, we were able to resolve the issue.
Do a Google search for "State install/e-file update loop: State not installed after installation or TurboTax needs to update prior to e-file." It should be the first result.
The core problem is that TurboTax Desktop can get into a condition where the state module is technically downloaded, but the software doesn't properly recognize it as installed. This causes the loop, prompting you to download or update the state again.
The fix was to use the TurboTax State Cleanup Tool, which completely removes the state files. After running the tool, you can re-download the state module and, from there, open your return without the 190 error.
Hopefully, this saves someone else the time and frustration. 🙂👍
