My understanding of this is that it is a deal between Amazon and Quicken and a "Amazon only" offer, that they contracted with TurboTax to embed a offer and link within the special "Amazon Only" TurboTax product. That embed link just points to a server owned by Quicken that has the actual offer.
If that link does not work then it is a server owned by Quicken that is probably at fault. TurboTax can only offer the link, it is up to the owners of that server to make it work.
Calling TurboTax, Amazon, or Quicken is probably useless since the front line phone people probably know nothing about it. Probably the only ones that know are the marketing people that thought up this idea and the developers and technicians that implemented it, and getting to them is darn near impossible.

@Cass0317 - The issue is the link to the offer does not work.
Someone by now should have an answer to this - it is a scam to offer free Quicken and not provide a good link. Has anyone reported this to their state agency that monitors such things and what happen ?
The link does not work after multiple attempts and deleting cookies and talking to TT and Quicken customer support as of 2/4/2021

No. Intuit sold Quicken several years ago.
It finally worked for me, I clicked the words Free 1-year subscription instead of the redeem offer button and it took me to the link to order quicken and $0.00 was pre-populated.
Triedit and it did work for me. Thanks
I downloaded a new update to TurboTax today, and the Redeem link worked. Don't know if it was a fix to the link on the TT side or a fix to page on the Quicken web server side.
Still not working. Quicken wants me to pay.
