This has been a known issue for some users of TurboTax. I recommend deleting the input that is carried forward and entering the information as provided on your 1099-G form.
Here are the steps to correct it:
Select Federal
Select Income & Expenses
Select Other Common Income
Select Refunds Received for State/Local Tax Returns
Select Edit to the right of your state with the refund listed
Select Delete and then go ahead and select +Add Anther State or Local Tax Refund to enter the correct amounts.
Enter your state refund 1099-G again.
If all three of the following are true, your refund counts as taxable income:
You itemized deductions last year, instead of taking the standard deduction
You claimed state and local income taxes (not general sales taxes)
Claiming the deduction helped you increase your federal refund or lower your tax bill

The Self-Select PIN is a random five-digit number that you enter as your electronic signature when e-filing your return. The PIN number was a random number that you chose last year and is not kept in our system. Only you have access to that number. You may also use your AGI for your electronic signature. If your return was rejected for AGI, please see the information below:
There are a few places you can get your 2019 AGI:
If you filed your 2019 taxes with TurboTax, sign in and go down to Your tax returns & documents. Select View adjusted gross income (AGI).
If you didn’t file your taxes with TurboTax in 2019, the best place to get last year's AGI is from the 1040 form you filed with the IRS. Look on page 2, line 7. If you filed a 1040NR, it'll be on line 35.
If you're having trouble locating your 2019 return, the second-best place to get your AGI is from the IRS. You can order a free transcript of your return at the IRS Get Transcript site or you can purchase a full copy of your 2019 return. Both versions will include your AGI.

If your return is being rejected for your county, it is important to note that the county name is case sensitive. The first letter of every word should be capitalized and you should only type the name of the county. For example, if you lived in Los Angeles county, you would just write "Los Angeles".
@nolanand You can get back to this screen to reenter the county in TurboTax by following the steps below:
Click on State on the left column.
Confirm that a resident return in the State of California is being filed.
Click continue.
Answer the questions about your 2020 filing.
On the next screen, titled Your Principal Residence, enter your county of residence.
Once the California county is reentered as outlined above, you can continue to refile your return.

Coinbase no longer supports a direct import of a CSV file into TurboTax from their site which has resulted in an error message for some users. Instead, Coinbase is relying on a 3rd party, CoinTracker, as an option to calculate your cryptocurrency gains and losses and to access your CSV file.
