I think this is a turbo tax bug. If filing jointly and someone died I think not all information is being sent right by TT to the IRS. The AGI is correct. Maybe u can look into this further. Ty

I totally agree that it seems that if the primary passed away during the tax year and you are filing a final joint return , it seems to get rejected with this code regardless of what you try . I too am filing for my parents (primary passed away) and entered everything as TT prompted and continue to get this reject error. Help please!
The short answer is to file using FreeTaxUSA.com. I was able to file electronically there with no problem. I have used TurboTax for years, but when I called them their answer was to file by mail. Further, they said the problem had to do with an error on the IRS side and that was not the case. I feel the problem is with the way they handle sending data over to the IRS for a decedent tax return filing jointly. When I filed using FreeTaxUSA I got the same exact refund amounts as when I did it in TT by the way. My federal return was accepted in 2 hours. And my state the next morning. This took me many hours trying to figure this out so I hope this helps the community.

I saw on a thread from last year that making the living person as the as the 1st (primary ) person on the tax return resulted in their Federal tax return being accepted right away. I gave this a try and it worked.
In the personal info section ( Windows Version for me ), I swapped the entries and made the living parent as the one listed first and my deceased parent as the second person. I then also had to go in and swap the entries relating to income etc. For instance, for the 1099s etc., I had to swap who they were belonged to . In the SSA-1099 section , I switched the positions of the taxpayer / spouse figures. Evidently TT does not relate the income documents by name or SSN, its purely positional ( taxpayer /spouse ) which makes you have to switch those since they were already entered . Lastly in the E-file identification section, I listed my living parent's Drivers license / ID info 1st and stated underneath that my deceased parent did not have an ID. I entered the correct AGI from the prior year . I did not enter 0. I E-filed again and Fed was accepted in less than an hour and State was accepted a few hours later. I hope this helps those that are as frustrated as I was. I tried many other options mentioned in the forums such as entering 0 for AGI, etc. That didn't seem to work for the case where a taxpayer has passed away .
I have always had to mail in my parents tax return, so there is no prior e-file with Turbo Tax. This year is the first year my Mom is filing as a widow. I have looked into the 2019 Turbo Tax file, and because they did not e-file, there is no record of a self-select pin (or I cant seem to get back to it if there is). The AGI is correct, but the return has been rejected 3 times. Any ideas?
Did you try using 0 for the AGI to efile? That has been working. They might not have processed their mailed return in time to get the AGI in the right database to lookup.
My dad was primary tax payer and died in 2020. Kept getting this error message... Called IRS, Called Turbotax and many waisted hours. Decided to try switching taxpayer to Mom and return was accepted. This is a KNOWN error with Turbo Tax which they should FIX... Apparently its been going on for YEARS
Thank you, but my Dad passed in 2019, and I have never been able to file electronically for my parents because somewhere within Social Security they had my Dad's birthday wrong.
This is my first year filing just for my Mom- she is primary within Turbo Tax. I thought e-filing would be a breeze, but she is still being rejected. So frustrating, but thanks for trying
My TT was rejected 3 times with Code IND-031-04.
AGI is correct. I did not have last year PIN since it is the 1st time to have e-file on TT2020.
Please, help me to solve this issue. I do not want to sent TT by mail. I prefer to have e-file TT from now on.

If the IRS is rejecting the 2019 tax return for the 2019 AGI you entered, then enter a 0 (zero) for the 2019 AGI and e-file the tax return again.
