Yeah the original instructions aren't great, because deleting that C:\Program Files (x86)\Turbo Tax\Deluxe 2019 directory seems to wipe out record of you downloading the state forms.
I was able to get my deleted folder from the Recycle Bin and copy the directory inside of it that seemed to correspond to my state forms (the directory name was wvi_19 for the WV forms). When I restarted TT, it acted like my state was already downloaded and good to go.
Maybe check your Recycle Bin for the original Deluxe 2019 directory and copy over your state folder inside it to the C:\Program Files (x86)\Turbo Tax\Deluxe 2019 directory? Then restart TT?
I tried all of the above, eventually spent a long time on the phone with Support. Turns out this is an issue in Deluxe (at least for me it was).
Ultimately, they gave me a free download of Premier, and after I copied the state forms directory into the new premier forms directory, I was able to transmit!
I received this error on my Mac, and noticed the I had MacOS updates pending. When I installed those updates this error went away when I retried. This TurboTax error message needs to be clarified! @KatrinaLO
I had similar issues trying to efile my federal forms (I'm not doing state). In Windows 10 Pro, I tried everything they could think of and spent 6 to 8 hours trying to get the updates to work with multiple calls to Intuit support. Still no success. I switched to an old Windows 7 PC that I have and everything went smoothly. TurboTax even has a window that pops up telling you that you need to switch from Windows 7 to Windows 10 because Windows 7 isn't being supported anymore. But don't do it because you won't be able to efile.

There is a known issue with the software and this is why everyone is having same issue. I also spent countless hours trying to uninstall/reinstall on different computers and a few hours on the phone with tech support only to find out there is an issue and IT is working on a solution but no ETA was given.

I had the same problem. I uninstalled, downloaded the installer from the website, reinstalled and tried again. It installed some updates when it ran, but it still had the same problem.
Then I downloaded and ran the manual updater, but that failed with the message ".NET 4.5.2 Framework verification tool can't be found". This got me wondering if my .NET was up to date. I checked Windows Update, and some updates were available, including .NET. So I installed those updates and restarted my PC. I did not try the manual updater again, but just started Turbotax. This time it downloaded a state update which it had never done before. Then I was able to successfully e-file.
It may have been a coincidence, but it's worth a try.

What you should be seeing is a "captcha," screen, which helps prevent fraud by asking you to identify pictures before you can proceed.
If this does not work, you may need to Print and Mail your return. Instructions on where to mail your return will be printed out when you print your return.
I am using a CD version that I bought at the store so I am confused as to why a web browser would come into play.
I read there is a technical issue and they were suppose to have it fixed by now so we could file our returns and this is not the case. Also, no-one has called me back as promise to even give me insight on the timeline or any potential workarounds as I have tried everything suggested.
I had the same issue as a CD user on a PC and finally was able to eFile both Federal and State at the same time AFTER I manually updated my 2019 deluxe product. Follow this link and click on step #2 to update to the latest and greatest version:
I have no idea why the regular update process isn't working, and honestly why many of the turbotax employees give bad responses in this forum, but appreciate the few of them who are apologetic about this. It seems though there should be a better way to let thousands of customers know that a problem exists and when we can expect real help to get our taxes done.
I have tried that update and that also did not solve the issue.
