I'm trying to speak to someone regarding my preparation over 24 some days and now I tried to cry for my stomach and it's saying that I am not in the database or the information

When you click on Live Tax Advice, you will be given the option to upgrade to Live.

You say it has been 24 days---right now that might be quite frustrating but it is not unusual.  Returns are taking longer to process.   The IRS is not taking calls right now.

TurboTax does not receive any updates or information about your tax return after it has been filed. TurboTax cannot find out anything or interfere with the IRS, or speed them up for you.  The only information you can get will be on the IRS site.

You need your filing status, your Social Security number and the exact amount  (line 20 of your Form 1040) of your federal refund to track your Federal refund:

If you chose to have your TurboTax fees deducted from your federal refund, that will take some extra time, while the third party bank handles the refund processing.

I would like to know about my 1099misc form. I didn't know this year due date was January 31.

Does it mean I will have to pay penalties? Or are they forgiven this year?

Probably.

Since the deadline has passed, you would be subject to a penalty assuming you are the one issuing the 1099 forms.  The penalty will depend upon the number of 1099-MISC forms you need to file.  

Please see the attached link from the IRS as to what your penalty would be based upon your situation.
