The problem is there is $25,000 in box 3 and 5. That's hard to ignore.
But what if the Social Security and Medicare boxes do have values - and those withholding were paid? Don't you still need to file the W2?
Box 1 = $0, however Box 3&5 has $12,000, $744 withheld for SSN (also some Medicare withholding of $144) $12,000 went to qualified 401K plan (Box 12 code D) resulting in Box 1 having zero. How does Turbo Tax handle it?
This is a work around and not a solution, but if you put $1 in (box 1 ) it will fulfil the posting problem, and not result in any additional tax.
So far, this seems the best solution to get this to efile, but wouldn’t adding $1 to box 1 (income) get you flagged? FYI, mine has zero in everything but box 12 with codes DD and W...with W being taxable, yet credited on form 8889. Thoughts?

I've seen the empty box 1 very recently when doing volunteer VITA work. I suggested putting the exact amount of the medicaid waiver amount in for box 1 and, as it didn't change the refund, the taxpayer's return was then efiled. I'm waiting to hear back from that person to see if it was accepted. I'm pretty sure that the IRS is not going to squawk about a taxpayer reporting a tad more income than the IRS can see from the forms it receives.
As you are "Employee TurboTax Specialist" I would have thought you would have an answer. I have a similar situation for 2021... mine is due to a residual 401K payout after leaving the company...

@Phaselase Delete the W-2. It is not required since the amount of the gross income is less than $0.50
I am having this issue but it is because I have two W-2's due to moving, but the second one only has lines 16 and 17 filled out. So it flags it, any suggestions?
Yes, combined the entries as if it were only ONE W-2.
Apparently they issued a second W-2 in order to report state tax withheld. That could have been reported on the original W-2 but perhaps your employer "forgot".
Enter all the boxes on one screen in TurboTax.
Enter only the first W-2. At the W-2 screen, in TurboTax (TT), enter the box 15-17 info from the 2nd W-2. If there's already info on that line, on the first W-2, add a 2nd line for boxes 15-17.
Your employer shoulda done it that way; one W-2 with two lines of boxes 15-17 or 15-20.
I have two out of state, non-resident W-2's that have $0.00 from Box 1- Box 11, and Turbotax won't let me e-file. Is this a payroll discrepancy? Should I do the suggested throw a $1 into Box 1 and hope I'm not flagged. Keep them as is and mail? Why not just put what's in Box 16 in Box 1 (I have no idea the difference, just that all my W-2's Boxes match). Please help
I believe what you mean is you have state wages reported in box 16 but no wages reported in box 1? If so, then you will be missing the federal wages that should be reported in box 1. You need to contact the issuer of the W-2 form to determine why there are no federal wages but there are state wages listed on the W-2 form. If the W-2 form is correct, then the proper course of action would be to mail in the tax return. @tripjkh1
