I believe what you mean is you have state wages reported in box 16 but no wages reported in box 1? If so, then you will be missing the federal wages that should be reported in box 1. You need to contact the issuer of the W-2 form to determine why there are no federal wages but there are state wages listed on the W-2 form. If the W-2 form is correct, then the proper course of action would be to mail in the tax return. @tripjkh1
