I also have a 1099-OID from Morgan Stanley. It accepted my entry of CA without issue. But this should have been handled in the step-by-step interview (see attached screen shots).
What state or territory do you need to enter? Online help says:
Enter the 2-letter postal abbreviation of the state in which the interest was earned. Valid territory codes for this field include AS - American Samoa; FM - Federated States of Micronesia; GU - Guam; MH - Marshall Islands; MP - Mariana Islands; PR - Puerto Rico; PW - Palau; VI - U.S. Virgin Islands.

I don't know what you are doing, since no info was provided. But if it's the same topic as this old thread, are you also asking in regard to tax-exempt interest and about a 2-character state ID like the original poster, and trying to correct a Schedule B worksheet error? If the tax-exempt interest was earned in a single state, that's typically the 2-character state abbreviation. So California would be CA.
If your issue is not the same as the topic of this thread, then you'll need to explain exactly what it is.

Morgan Stanley and/or any of the brokerages will send supplemental pages with their consolidated 1099 or 1099-INT or 1099-DIV that list the source states for the tax exempt interest. The two letter postal state abbreviation is used to identify the each state.
