Can't eFile 2019 amended tax return (1040x)

I've always only used web version of turbo tax. Can turbotax 2019 be downloaded under my account with turbotax (the one I was using for online), or do i need to pay for the package software?

Follow the steps in the amend article.  You download the special amend program or if I remember they might let you amend a prior year online now.

Are you looking at the Online instructions?  The first step says sign in to your account.

1. Sign into TurboTax.
2. Go to the section titled Your returns and documents (you may need to select Show).
3. Select 2019 then Amend (change) your return.
4. When you get to the Let's get a kickstart on your 2019 amended return screen, carefully follow the instructions. Don't worry if your refund changes to $0. This is normal for amended returns.  When you have completed your amendment, the tax due, or refund, will reflect any change from your original return.

This article seems to say you can Efile 2019. Quote below. What am I missing?

Yes, but only for tax years beginning with 2019. The IRS has set up a new system to handle amended returns going forward with 2019 but you still cannot e-file returns for years prior to 2019. You must print these earlier year amended returns out and send them in by mail.

Although the IRS allows amended returns to be efiled starting with the 2019 tax year  not ALL income tax programs are supporting this change for prior year returns ... they only support the current year but only until 10/15 when the efile season closes for DIY programs.   

So if you are using the downloaded 2019 program to amend the 2019 return then in the FILE tab your ONLY option will be to print & mail in the 1040X.

I was able to save .tax file from online, and open it in downloaded turbotax amend 2019, print out 1099x along with the rest of forms. The app has message saying "New as of August 2020! you may be eligible to electronically file... click on the "File" tab above to proceed", but I only see "File" menu up top and it doesn't show anything that might be related to e-filing.

That message was for last year when the efiling was allowed for amended returns ... allowed from 8/20 thru 10/15 and is now closed.   Your ONLY valid option in the FILE tab is to mail in the return ... by choosing that option the correct forms and mailing instructions will be included in the PRINT CENTER.

Do you see any tabs across the top (maybe a couple lines down) like Federal....State....Review.....File.....?  What do you see?   Maybe post a screen shot of the top area of the program.   I don't know what the special amend program looks like.   Maybe you are in the Forms Mode?   Click Step by Step in the upper right (left for Mac).   Are you on Windows or Mac?

What do you mean no file tab?   Look up near the top left.  What do you see just below that TurboTax checkmark in the red circle?

But.....if you are asking about a 2019 return----you have to print sign and mail it.   You cannot e-file a 2019 return.

Ok .. they changed the program.  So there is no FILE tab in the amended program anymore ... but the screenshot you posted tells you exactly what you need to do which is mail in the return ... follow the screen instructions AND please save the return to your computer safe keeping as well as print it.

The "file" in the image is the file menu... apparently there's another File that used to show up along with Federal and State returns.. I don't see anything related to e-filing the return in the File menu.
