No, if your tax return has not been accepted by the IRS so that it can be processed, then you will not receive a stimulus payment based on that tax return.

@Anonymous The IRS can look at your 2018 or 2019 return to issue a stimulus check. If they do not have a 2018 return then you may be waiting for them to finish processing 2019 before they will be able to use it to issue your stimulus check.
If you used the non-filer site, you will not be able to e-file a 2019 return after using the non-filer site.
TurboTax has no control over your stimulus check, nor can TT track it for you or tell you when the IRS will issue it. Refer to the sites linked below:

Let's figure out why your return was rejected and do something about it.
Some rejected returns can be fixed and re-filed. Some have “un-fixable” reasons for the rejection and have to be mailed instead.
You received a rejection email that we cannot see. Please tell us word for word what it says so we know how to help you. Or even copy and paste the email message.

You fix the 2019 tax return and e-file again. Or you print and mail the 2019 tax return.

The IRS will either use the 2018 or 2019 tax return to determine if you are eligible for a stimulus payment.
Or if you receive Social Security benefits, SSI or Veterans benefits and are not required to file a return, the IRS uses your benefit information to send the stimulus payment.

Once you know why your return was actually rejected and you know what happened to your stimulus payment, then you may need to call the IRS at 800-829-1040.
It says that my 2019 agi doesn't match the one they have on file
Check the AGI on your copy of your 2019 tax return. Look on line 11 of your 2019 Form 1040. Verify the amount you entered when filing your 2020 return and resubmit.
If it gets rejected again, you might also request an online transcript of your 2019 return from the IRS to verify what is on file. Here is a link to help with that request, if needed. Make the correction and resubmit as needed.
If all else fails, you can always print, sign and mail in your tax returns.
I [PII Removed] have e-file my 2020 return and it was rejected by the IRS due to IND-031-04 I've been trying to fix the problem on the website with turbo tax and with no prevail it's been a on going problem for about 2 weeks I wish the problem could be resolved soon as possible
If you have e-filed your 2020 Federal tax return and the tax return is rejected by the IRS, you will have to correct the entries and calculations to receive the Recovery Rebate Credit as well as correct the entries that generated the rejection.
Reject code IND-031-04 means that the 2019 adjusted gross income (AGI) or self-select PIN you entered for yourself and/or your spouse doesn't match the numbers in the IRS database, you will get one or both of these rejections:
If you have not received one or both of your stimulus checks, you will receive your payment in the form of a Recovery Rebate Credit on line 30 of your 2020 Federal tax return when you file.
TurboTax will compare your one or two stimulus payment amounts to the computations within TurboTax. The computations within TurboTax are based upon the information that you have entered into the tax software. If you are due an additional amount, it will be issued as a Recovery Rebate Credit (RRC) on line 30 of the 2020 1040 tax return.
