Form 8915-E is available. It cannot be accessed directly by searching for it and jumping to the section. When you complete the retirement section (1099-R) the interview will ask whether you took an early withdrawal due to COVID. First it will ask if you were diagnosed with it, and if you answer no, it will then ask if your business suffered as a result of it. If yes then it will tell you that you qualify. When you view your tax return before filing, you can see the form completed. The software will also ask you if you want to pay the tax due over three years or not.

What is Form 8915-E Qualified 2020 Disaster Retirement Plan Distributions and Repayments?
The CARES Act provides tax relief for up to $100,000 of COVID-19 related distributions from eligible retirement plans. So, if you, your spouse, your dependent, or a member of your household was impacted by the coronavirus and you withdrew from your retirement accounts in 2020 before the age of 59 ½, you may not have to pay the 10% early withdrawal penalty (or the 25% additional tax for SIMPLE IRAs).
When you enter your Form 1099-R, we’ll ask you a few questions to determine your eligibility for the exemption, and complete and include Form 8915-E in your return if you qualify.
To qualify for Form 8915-E and to be exempt from the early withdrawal penalty due to COVID-19, a few rules have to be met.
1. You have to be a qualified individual. To qualify, one of these must be true:

There is also a $100,000 distribution limit to the exemption. Any distributions over that amount, may be subject to the additional tax.

What TurboTax program are you using? The TurboTax online web-based editions? Or the TurboTax desktop CD/Download edition software installed on your personal computer? If the desktop editions, Windows or Mac?
yes, that answer you keep referring to says you will be asked if you were diagnosed with covid and bla bla bla..... i entered my 1099 R and it asks nothing about covid.
I dont want a generic answer that turbotax already gave me. i want to know if anyone has already successfully efiled and took out their retirement and was already given form 8915e in their return.

Delete the Form 1099-R that was entered and re-enter the Form manually. After entering the form there will be several screens asking questions about the withdrawal. One will have the option for selecting the withdrawal was due to Covid-19.
Additionally, what is the code in box 7 of the 1099-R? Is the IRA/SEP/SIMPLE box checked? Is there an amount entered in box 2a? Is anything checked for box 2b?

However, if you received a Form 1099-R for taking an early withdrawal from your retirement because of Covid-19, after you enter in your 1099-R, you'll be asked additional follow-up questions regarding the reason for the withdrawal. Make sure to answer these questions correctly in order to qualify for early withdrawal penalty waiver, amongst other benefits that may be available to you.

No, you will not have to pay again. All you need to do is delete Form 1099-R that has been entered and then re-enter the same Form 1099-R again.
Enter 1099-r in the Search box located in the upper right of the program screen. Click on Jump to 1099-R
On the Your 1099-R Entries screen, delete the 1099-R listed. Then click on Add another 1099-R
If you delete the 1099-R that you entered in, you won't lose your upgrade to Deluxe. So when you enter it back in, you will not be asked to upgrade again. Likewise, if you're still in the middle of preparing your return, you won't get charged for TurboTax until you're ready to file. However, if you realized that you didn't need to enter in a 1099-R, and you don't need the Deluxe upgrade after all, it's not possible to downgrade to the previous or lower version of TurboTax that you were using. However, you'll need to Clear & Start Over your return in order to choose a lower version of TurboTax.

If you didn't take it out due to a COVID hardship, then the CARES Act doesn't apply to you.

My answer is yes but read on.
My situation was this:
I took money out of my IRA due to a COVID hardship and I did NOT check the box to NOT split the proceeds over 3 years (which means I want to split the proceeds over 3 years).
TT worked correctly for me and as I looked over the PDF (print and save the return prior to e-filing) TT generated the 8915-E. I was able to e-file the federal but not the state (NY) because the state part of TT is not ready yet (allegedly coming later this month).

Your transmission didn't go throughWe could not e-file your return for the following reason... cant file formsets
That error is not due to the Form 1099-R.
