My answer is yes but read on.
My situation was this:
I took money out of my IRA due to a COVID hardship and I did NOT check the box to NOT split the proceeds over 3 years (which means I want to split the proceeds over 3 years).
TT worked correctly for me and as I looked over the PDF (print and save the return prior to e-filing) TT generated the 8915-E. I was able to e-file the federal but not the state (NY) because the state part of TT is not ready yet (allegedly coming later this month).
