What refund are you referring to?  The 2020 tax refund or something else?

Is this in reference to your 2020 return?  If so, you need to contact the IRS directly.  We do not hold refunds and only allow the specified amount to be withdrawn.  

To call the IRS: 800-829-1040  hours 7 AM - 7 PM local time Mon-Fri

• Listen to each menu before making the selection.
• First choose your language. Press 1 for English.
• Then do NOT choose the first choice re: "Refund", or it will send you to an automated phone line.
• Instead, press 2 for "personal income tax".
• Then press 1 for "form, tax history, or payment".  
• Then press 3 "for all other questions."
• Then press 2 "for all other questions."  It should then transfer you to an agent.

2021tax calculation asking me to pay back 1400 stimulus payment, yet my AGI for 2021 is 19,435 single and 2020 was even less. Please sadvidse

You don't have to pay back the 1400 Stimulus payment.   Where do you see that?

It is not taxable and you aren't paying it back.  Your 2021 return starts out by assuming you didn't get any Stimulus payments so it gives you credit for the full amount and your refund was too high.  Then near the end you enter how much you actually got so it only gives you the difference if any.  So you don't get it again.

Look at your tax return.   It is not added as income anywhere or subtracted anywhere.  The Recovery rebate credit on line 30 is only if you didn't get the Stimulus payment or qualify for more.

I'm ready to file my taxes but found that I am being charged $40  to efile .Why since I bought the program that said I could send my efile free?

Did you buy and install the Desktop program?  Sounds like you might be in the Online version by mistake.   Or are you filing a state return?  In the Desktop program it is $20 to efile state or you can print and mail state for free.  And there is a $40 fee to have it deducted from a federal refund.  Go back through the File tab slowly and see what its charging you for.  There is one screen that can trip you up.
