It sounds like an IP PIN had already been assigned. Were you aware of that? Was there some issue in the past with identity theft or maybe custody issues and the wrong person claiming the children as dependents?
That’s the thing, no issues with identity theft (that I’m aware of), my husband and I file jointly so it’s just us. Do you need one for a minor who has never filed a tax return? I’m thinking my 20 year old college daughter may have a pin out there but we’re having a heck of a time trying to get into the system to retrieve it and can’t reset anything.

Children or dependents can be issued identity protection pins if they are the victims of identity theft. If you never reported A case of identity theft the IRS, and if your dependent never reported on their own, then I don’t know where this would be coming from. There might not be a pin to retrieve from the IRS system. It could just be a glitch in the e-file system. If you can’t get a hold of human at the IRS to explain things to you, you can always print your return and file by mail.
my 2019 federal and state return keeps getting rejected at TurboTax. I was issued an IP PIN but I don’t have it. I tried to retrieve one from irs.gov and can’t proceed because I haven’t filed my taxes since 2015. Don’t know what to do. In order to receive a stimulus payment, my tax return needs to be filed. The IP Pin will change each and every year. This is an Identity Protection Pin.
You can get an Identity Protection pin here, or if you lost your IP PIN, you can go here to Retrieve IP PIN.
Here's how you can fix a reject:
Sign in to your account and select the Fix my return button. Follow any “fix it” instructions to update the information causing the rejection.
Note: Not all rejections will have explicit guides to fix the information. You’ll need to navigate to the program area to address the cause of the rejection.
Time-saving Tip: If what you originally entered is correct, you won't be able to e-file. There's probably a data mismatch at the government, a dependent that's already been claimed, or some other situation beyond your control that prevents your return from being e-filed. In this case, your only option would be to print and mail in your return. This article will give you instruction on how to print and mail your return.
