@robbyja then why it it not letting me bypass? i clearly told the 3 people ihave talked to from turbo tax that i didnt not take it out due to covid and they all still told me i need that form.
i am not sure what to do now. when it asked me why i took it out i said none of the above that is the only thing i am doing... have never had trouble with taxes or turbo tax in 11 years until now.
Regarding the formsets error, I just searched and saw this reply for a TT expert.

i even shared screen with them and they looked at everything :(
The 8915-E is specifically for qualified disaster withdrawals.
If you didn't take $ out for reasons of a qualified disaster, why would you need the form?
If you didn't take $ out for reasons of a qualified disaster, then it's just a regular withdrawal (fully taxable).
What is it you are wanting to achieve?
If you took an early withdrawal, you will be hit with the 10% penalty - unless you took it out for reasons of COVID.
If your goal is to split the withdrawal over three years, you can only do that if you took the withdrawal due to COVID.

The formset error has nothing to do with a form. It is an error that requires the user to delete the state tax return and then go back through the state section of the program to re-enter the state return.
Since you have already paid for the TurboTax account including the state program the state return cannot be deleted, your only option is to print and mail the both the federal and state tax returns.

What is not letting you "bypass?"
If you enter into TT that the withdrawal was not due to COVID, it's just a "regular" return that does not require an 8915-E. It should just continue with income and deductions and complete the return.

I am not sure where to go from here.... even if i mail my return- i dont know why i cant get thru online. this is the only thing different this year for me is the 1099R i received.
it does let me continue. then when i reach the end and i say ready to efile it gives me that error.
i called again just now. i told them i dont need form 8915E because it wasnt due to covid. she keeps saying i do if i got a 1099R , LOL

If you received a 1099-R from simply taking a withdrawal from your retirement, and it is NOT related to Covid-19, Delete your 1099-R. Then add it back in and make sure to pay close attention to the follow-up questions that are asked after entering in the form information. You will get to a question with 4 Checkboxes. First checkbox will be referring to Covid-19. Do NOT check this box. Check the last box, None. Then continue.
The formset error is due to something else.

@kzigmant that is exactly how i have it. clicked on none of the above which is last option.
when i go to finish and efile it still gives me that error.
already deleted state and started over. and still

thank you for all your help. unfortunately still nothing. I will contact turbo tax for the 5th time. if no resolution i am out the money already paid to upgrade, and will just go somewhere to get them done. :(
If you're using TurboTax Deluxe Live, Ask for an agent in Tax Advice. Otherwise, if you're using just TurboTax Deluxe, then ask for Tax Support.
AND I deleted 1099R and state and redid everything and now its saying i have to pay again.
screw TT this year. going elsewhere

Did you enter it this way? No 8915-E form is needed.
