The formset error has nothing to do with a form. It is an error that requires the user to delete the state tax return and then go back through the state section of the program to re-enter the state return.
Since you have already paid for the TurboTax account including the state program the state return cannot be deleted, your only option is to print and mail the both the federal and state tax returns.
