I tried everything there with no luck. I have tried different credit cards, different web browsers, different computers. I have verified multiple times that the addresses match perfectly. I've used the option to copy the information over from my tax return and also entered it manually.
Just to clarify, are you using a credit card and address based in the U.S.?
Yes, US card & US address.
It worked for me once I changed my return mailing address to match the credit card billing address (they are different). After my card went through, I went back to My Info and changed my mailing address back to the correct one.

Here's the REAL solution, at least in my case.
I got the same error message about not being able to authorize my credit card. I tried several cards and all of the other solutions suggested above and nothing worked.
I called TurboTax support [phone number removed]). After delving a bit into my problem, they connected me to Intuit's Finance Department. The found that my account was "locked", but they didn't know why. They unlocked it and asked me to wait an hour for the system to update. An hour or so later, I tried again and my payment was accepted with no problem. Unlocking my account was the important part.
I am using Turbotax 2019 Home and Business. The same thing happened last year and no one could figure it out, so I printed out and mailed my return along with a check. That saved me $25 in e-filing fees, but it wasn't worth the hassle.
Spent two hours on this, was on phone with agents for over an hour. Tried four diff CC, all with correct addresses that matched filing address. Spoke to three different agents. Tried two computers, four different browsers. Verified that our account wasn't secretly locked.
The ONLY thing that worked was installing the turbotax app on my iPhone, then paying via Apple Pay. So frustrating!
I bought my turbo tax from Target and it is a web download. Perhaps this is the reason. It may be defective software download via internet purchase. Similar to all others, I changed my credit cards and checked everything else and even computers and it still not allowing me to upload into IRS and pay with my credit crad or use my refund. Can someone provide a phone number for Turbo Tax or Intuit to call and speak to a live support?
Also another thing that is happening is that the one time State Tax return is $20, but when you go to pay with credit card it says $25. So definitely something is wrong with the software.
I may have to go to Best Buy and buy the actual package on a CD instead of the web download. The only reason I bought the web download is because my computer does not have a CD player.

The problem is TurboTaxes Billing Address Verifier. There here is the weird trick to get passed it. In the address field put in "gibberish" just let your fingers touch random keys Do the same for your city. Your State and Your Zip code should be correct. Put in your credit card info in and process the payment. Hope this helps.
I'v been trying to pay it with different US CC from different banks (like ,Fargo, BofA,Chase) with no success, tried different address formats with no success as well, the only solution that worked for me today is paying with a CC issued from a Non-US bank, from UAE.
That's totally the weirdest thing i have ever faced in any of my online payments!!, usually US website may not accept a Non-US bank card but not the opposite, and that's the second year I use the same solution!!
