TurboTax does not receive any kind of tax refund, federal or state.
If you requested to have the TurboTax account fees deducted from your federal tax refund, the IRS will send the refund to a third party processor to have the fees and the service charge deducted. The third party processor will deduct the TurboTax fees plus the service charge and then attempt to direct deposit the remaining refund balance into the account that you entered on your tax return.

Only YOU can review your own return since you used a DIY program.
If the IRS reduced your refund they will mail you a letter. Check IRS Where's my refund to see what they sent you.
The 2 most common reasons this year is you entered the wrong amount on line 30 for the Recovery Rebate Credit (3rd Stimulus payment) or line 28 for the Child Tax Credit. Those lines are just if you didn't already get the full amount or qualify for more. The IRS knows what they already sent you.
A lot of people answered the questions wrong and tried to claim the credits again. Double check your bank statements and Check your IRS account to see when and what they sent you (check both spouse's accounts if married)

@ArrikHenry10 - please look at line 30 of Form 1040? what is there? if you received the 3rd stimulus payment this line should be zero. since the adjustment is close to $1400 (less the interest penalties), I wouldn't be surprised if this was the issue.

I need to file an amended return for 2019 because of college tuition grant. I can't access my 2019 Turbo Tax to complete an amended return.
@cjrauh - can you explain more about why you think an amendment is required? it may not be.
how much is the grant in question that you received? what kind of grant was it?
what were your college qualified expenses for 2019 (Form 1098-T Box 1 plus any other qualified expenses).
what was in Box 5 of that same form?
Why am I being asked to complete all this personal info? It is the same as all my prior year Turbotax files.
@larryhardesty If you are not in the exact same account with the same user ID then your previous information did not transfer to the new 2022 return. You have to use exactly the same account and user ID to transfer 2021 in to 2022.
Many people have multiple TT accounts and forget how to access them. Log out of the account you are in now.

The IRS has not released many forms, schedules and instructions for tax year 2022 so the TurboTax program is not complete until the final IRS release.
