You can try entering -0-. If that does not work, then you will need to mail your tax return in. Your refund will only be held up a week or so.
There is definitely a glitch with the transmission. When I spoke to someone at Turbo Tax she said she was unaware there was a problem and that she would bring it up at their next meeting. I told her to check their website and there are a lot of people having the same problem with the AGI.
I cannot print out my return because NYS requires a E-file return.
You cannot e-file a NY state tax return if the federal return was not e-filed. New York only requires the state return to be e-filed if your software allows e-filing. Since the software will not let you e-file the state return then you are allowed to print and mail the New York state income tax return.

Be sure to attach copies of your W2s and any 1099s that have withholding on them. You have to mail federal and state in separate envelopes because they go to different places. Get a tracking number from the post office when you mail them for proof of filing.
You were spot on because I was looking for a workaround and it worked. So far my federal was just accepted and state should be right behind. I kept searching the answers and it came up several times to enter zero as the AGI if filed late which I did 12.4.2019. And one answer said enter zero if you filed after November of 2019. Which is what I did and presto just like magic it worked. Thanks

If you still are unable to e-file then you should consider filing by mail. Returns that are rejected for AGI issues when e-filed generally will be accepted when mailed.
I filed my 2018 return with my husband last year by the end of February. I did use the same AGI. All information transferred over from Turbo Tax. I've seen several to complain concerning the same rejection code. My friend sent my return on her business tax program and it went through the first time with no problem and the same information.
