Your tax refund was not sent to TurboTax.  TurboTax does not handle your refund at all. Santa Barbara Tax Products Group, is the bank that handles the Refund Processing Service.  You can contact them, toll-free, at 1-877-908-7228 or go to their secure website www.sbtpg.com.

My state taxes where accepted and it said I was getting back 1,687 my tax return arrived at my bank and only 269.00 was deposited in my account ....

You would need to talk to your state Department of Revenue for your particular state regarding why the refund you received is less than you expected.  You will also receive an explanation letter from your state.

I filed my taxes with turbo tax an just got a letter from IRS  in mail im up for review.now I have to wait 60 days for my refund I thought turbo tax was accurate what going on here

There are multiple and various reasons why the IRS would want to review a tax return.  What is the Letter or Notice number your received from the IRS?  Usually located in the upper right corner of the first page and preceded by either a CP or LTR.
