I bought TurboTax 2023 Deluxe, inserted the CD yesterday (12/12/23) and it never asked for my license number and I don't see an ability to save my work on my hard drive.

Running Windows Pro 11, just updated earlier today, on Dell desktop.

Sounds to me like you might have ended up in the Online version instead of the Desktop program.  Did the CD load and install?  Is there a black menu bar on the left side?  That is the Online version.  Or are the tabs going across the top in a blue bar?  

 

I see people all the time that have bought the CD/Download Desktop Software but then somehow ending up using the Online version and didn't know it. If that happened to you, you can move your Online file to the Desktop program and continue without paying for Online or needing to reenter your info.

To save your tax file you will be prompted when you exit the program to save the return.

Or you can click on File at the top left of the desktop program screen and click on Save or Save As...

 

When you are in the File section of the program, after the return is completed you can save the tax return as PDF.

Yes ... you are posting from the ONLINE program where the file is saved by simply closing the browser window.  Then  download and install the program you paid for then move your work to your computer and open the .tax2023 file to continue.
