Not sure if this will help you, but it solved it for me. It turns out that unless the foreign tax is more than $300 for singles and $600 for married, you do not need a form 1116. (See article from Turbo Tax called IRS Form 1116). Since my foreign tax was from dividends and much less, I just went into forms and deleted form 1116. That finally solved the error after over almost 2 hours of anguish!
I appreciate the thought, but I don't think most of us would be submitting the form if we could avoid it. My foreign tax is substantially higher than that.
The answer in this thread about the same issue worked for me: switching to use the non-simplified method for AMT calculation of the foreign tax refund.
I can't do that either, because I've already elected to use simplified on prior tax returns, and I shouldn't have to take the risk of the IRS's displeasure for TurboTax's bug.
I just tried to file again and was rejected with the same error code so this is problem STILL hasn’t been resolved. What is the ETA on a fix??
Seems like TurboTax’s incentive to fix this problem is low since it has already charged customers even though their taxes haven’t been filed successfully.
Please give us an update on the progress for this fix. Is Turbotax waiting for something from the IRS? I need my refund and I am unable to file a paper return.
Wrt having been charged for a faulty product, I feel we have a few recourses, all of which require hassle (which is a moot point since everything related to this issue has been a hassle already). File on paper and ask Intuit for a partial refund. I plan to do this for the state portion since the value there is the efile, not the two pages of return it fills out.
Use another tax software instead of TurboTax and ask for a full refund. In either case, if Intuit refuses the refund, you can go to the bank and ask for a chargeback since the product was not delivered as promised. The ability to efile is advertised as an integral part of and benefit of the product.

A number of people over on the other thread about this, https://ttlc.intuit.com/community/taxes/discussion/e-file-rejected-due-to-foreigntaxespaidoraccruedd..., are opting to use the non-simplified calculation for AMT, but I do not consider this a valid solution when I am told that I can't switch away from non-simplified without permission from the IRS. So, I am still waiting for TurboTax to actually properly fix things or else I will end up having to file by mail. I'd love to know if anyone is aware of an update from TurboTax about it...
From what I can find the issue is on the IRS end for the import. Since you used TruboTax to figure out your taxes and you can mail it in, I doubt you can get a refund unless you were charged separately for e-filing. Hopefully IRS will fix the problem on their end. otherwise it will be printed and mailed.
It is frustrating that we cannot get an explanation from TurboTax. Why don't they tell us what is happening with the IRS etc.?
TurboTax Support are leading me to believe they are working on the problem and expect a solutions shortly. I have no idea to what extend this is true. Here is what I am being told:

Bless you, blueman2. The error is on form 1116 WorkSheet, Part II, first column, first row. Turbotax transcribes the date as "various" (I guess because it's accrued throughout the year); the IRS computer will NOT accept this. I deleted "various" and substituted "12/31/2020"; I had to do this 3 times before the program accepted it. The instructions say it should be in the format mm/dd/yy, but I couldn't make 12/31/20 work. Anyway, "12/31/2020" was accepted!!

This year, every time I entered the list of countries and the accounts to use, when I advanced to the next screen, Turbotax changed my entries and wouldn't let me fix them. The TurboTax CPA I was able to connect with told me he's experienced problems with others also on this form. There's a bug in the system and he doesn't understand why Intuit doesn't fix it. We were were able to work around it in Forms, but it took a long time and a lot of effort that would be unnecessary if Turbotax gave a hoot about customer experience.
