I FILED USING TURBOTAX by mail. Called state said I didn't send my w2 with turbo tax forms. Assuming same with federal. I don't have my w2 now how come turbo forms weren't same as w2. Also it's delaying me getting my stimulus please help

TurboTax does not have a copy of your W-2's. It only has the tax data that you entered on the tax return from your copy of the W-2. You were required to provide copies of your W-2 with the mailed tax returns.
You can get a copy of the 2019 W-2 from your employer.
If you cannot obtain the W-2 from your employer, then for a fee you can get a complete copy of a W-2 from the Social Security Administration - https://faq.ssa.gov/en-us/Topic/article/KA-02501
This is totally ridiculous. I filed electronic with turbo tax still have not received federal r stimulus. I got my state that's it. I'm pissed about the way this turbo tax free file goes. Will not recommend until I c results

Stimulus payments will be based on information from your most recent tax filings, either 2019, or 2018 if you haven't filed this season yet. But, the amount paid to you now will be reconciled on next year’s tax return based on your current 2020 situation.
You can check on the status of your stimulus payment at the IRS Get My Payment site.
What if I'm eligible for a stimulus check based on my 2019 federal tax return but wouldn't be eligible based on my 2018 tax return, but have yet to receive any stimulus check because I only just today (7/12/20) filed my 2019 return. I'm assuming that the IRS never issued a check to me because they didn't have my 2019 return to evaluate so they looked at my 2018 return instead by default. My situation is somewhat unique: While my 2018 income was too high to be eligible for a stimulus check of any amount, I was unemployed for most of 2019, hence the reason I'm eligible based on my 2019 return. Does the IRS automatically reevaluate me upon filing of my 2019 return if they previously did not send me a stimulus check based on my 2018 return? If not, how do I force the issue, if it's possible?

You cannot force the issue.
The economic impact payment ("stimulus check") is technically an advance of a credit that will be on your 2020 tax return. The IRS simply used whatever data was on file when the process began to estimate eligibility.
Filing your 2019 return after you were determined not eligible won't likely result in a payment this year. However, if you remain eligible based on your 2020 income, you can claim the credit when you file your 2020 tax return in 2021.
I received a check for $2178.95 on 05/20/2020 based on my 2018 return. Will this amount be adjusted to reflect the 2019 return?
