You cannot force the issue.
The economic impact payment ("stimulus check") is technically an advance of a credit that will be on your 2020 tax return. The IRS simply used whatever data was on file when the process began to estimate eligibility.
Filing your 2019 return after you were determined not eligible won't likely result in a payment this year. However, if you remain eligible based on your 2020 income, you can claim the credit when you file your 2020 tax return in 2021.
