The problem I have is that even the forms are wrong now. They aren't calculating income and tax due correctly.
This Ohio fix says to check the "1099OID", not the 1099R for this problem?
As my earlier note stated, I found that TurboTax transferred my Ohio state code incorrectly from my prior year return. Fixing that did not work.
I am having the exact same issue as these other users with the same code/reason for rejection of school district tax info. I only have one 1099-R and the information was entered correctly. The State tax form was accepted (using that same information entered). The School District form was rejected. After receiving this notice of rejection, logging into TT, opening the return, clicking on the Status, it confirms this "rejected" information. However, when clicking on the "help me fix it" button, it just goes back & forth to absolutely nothing helpful. I don't even see where you would delete and start a new tax form over ... please help. I had a reply to a previous answer you provided, but now I see this "answer" ... I had no entity withhold the school district tax (neither from my pension or from my sole W-2). Will I still have to print the form & file by mail? I've never had an issue with this/Turbo Tax until now after 10+ years of use. Please help. Thank you (again). Sue
After taking a closer look at the diagnostic file, here is something that may be causing the issue.
The state information shown in boxes 14 through 16 of Form 1099-R need to all have a value in them if there are any state taxes withheld.
If your Form 1099-R does not show a state ID number, enter the Federal ID number. If your Form 1099-R does not show a state distribution (box 16), enter the distribution amount shown in box 1. Do not enter zero for the distribution amount if state taxes were withheld.
Also, if there were no state taxes withheld, do not enter a zero in that box. Instead leave it blank without even a zero.
Please let us know if this change allowed you to successfully file your return.
The information from AnnetteB6 is correct. I had two 1099-R's that had state withholding but box 16 was blank. I was going to wait on someone else to reply to confirm this but decided to do it myself anyway. I entered the amount from Box 1 into Box 16. Saved then retransmitted. BINGO! went through. Now, 4 days later still no reject.
When you go back to transmit the return, you will only be transmitting the School District tax forms, not the Fed or State since they have already been transmitted (assuming you already have done so).

I have to admit I was skeptical about your advice but after yet another reject I tried it by putting the Gross Distribution Amount from Line 1 into the State Distribution Amount on Line 16 and it worked! My return was finally accepted. The requirement to do this still doesn't make a lot of sense to me especially since my paper 1099-R doesn't even have a block 16. The last block on my paper form is 15. Hopefully you can program that fix into your TT reject instructions for that particular error as the current instructions for it are meaningless. Hey Everyone ... Though I appreciated the potential "fixes" to this obvious issue with Turbo Tax (never experienced before as most of you also confirmed!) ... I ended up NOT using Turbo Tax to file my School District Return. The State of Ohio's tax department website was easy to use for the most part in filing this form electronically (especially since my IT1040 was accepted). I had a harder time finding the vouchers for the estimated payments to be submitted in 2024, but was able to find them using search code "OUPC". Sorry, but with all this difficulty with Turbo Tax, my comfort level declined greatly. Will likely NOT use Turbo Tax in future years because of this issue ... just my opinion & I was really really disappointed as I've used TT for likely 15+ years in tax prep with no issue in the past. After running Smart Check after revieinwg the State Return, it is always finding an error with the Ohio SD residency start and end dates. Does everyone get that same error? every time?
No. I didn't get an error for my residency dates. I lived in the same school district all year and so put in 01-01-2023 to 12-31-2023 and it took it. I do believe that information field has been re-worded this year though.
Thanks Annette for your input in providing an resolution option to the reject code OH-PIT-068 issue. Last week (sorry for the late response) I was able to successfully file my School District return using your suggested action on block 16 of one of my 1099-Rs. However, on my other 1099-R they have 0.00 in block 14 (blocks 15 and 16 are blank) I entered the 0.00 into TT exactly the same way as the source 1099R and it didn't trigger a new reject. So I don't believe leaving the 0.00 in block 14 (15 & 16 blank) is a problem and contributing to the reject problem, at least not in my case.

Did this ever get a resolution? Incredibly frustrating to pay for this service and have it be unable to file my taxes correctly. From what I'm reading here TurboTax can't file this form? Why did I pay for this service then? Won't be using it in the future at this rate.
I found it frustrating as well! I ended up filing the School District tax form through the State of Ohio Tax Dept website (no cost) ... it was incredibly easy. There were suggestions from TT as to changing the contents of certain tax boxes, but I just didn't want to do it ... like you, will likely not use TT next year. Unsure if TT resolved this bug through an update or not, but hope my reply helps. Thanks & good luck!
Yes, there was a resolution. Turbo Tax Expert Annette said that after analyzing my School Tax Return, to try putting the Gross Distribution Amount from Line 1 into the State Distribution Amount on Line 16 and it worked. My return was finally accepted. The requirement to do this still doesn't make a lot of sense to me especially since my paper 1099-R doesn't even have a block 16 but it did work. Ohio must have changed something in their computer to require that block to be filled in. I have been doing the School District Tax Return for many years and never had this problem before.
So in order to fix this, one has to file an amended return? Is that going to amend the return for the Federal and State taxes too, which have already been accepted?
