I had this problem with the school tax and error message OH-PIT-068. I do not claim to be a tax expert or a Turbo Tax expert, but I followed advice found in this string and it seems to have worked for me. Here is what I did.
1. I opened my tax return.
2. In the Forms section of TurboTax, I opened Form 1099-R and, in box 16 "State Distribution", which was blank, I inserted the same dollar amount as the amount in Box 14, "State Withdrawal". This action did not impact the Federal and State taxes due.
3. I then went to the Filing tab and skipped through the Federal and State Tax pages until I got to a School Tax page. From there, I just followed simple steps to file it again. You can see in the info provided that you are not refiling the Fed and State forms, just the School Tax. There was no extra charge.
4. Within a day, I received a confirmation email that my School Tax info had been accepted.
