I have to admit I was skeptical about your advice but after yet another reject I tried it by putting the Gross Distribution Amount from Line 1 into the State Distribution Amount on Line 16 and it worked! My return was finally accepted. The requirement to do this still doesn't make a lot of sense to me especially since my paper 1099-R doesn't even have a block 16. The last block on my paper form is 15. Hopefully you can program that fix into your TT reject instructions for that particular error as the current instructions for it are meaningless.
