Yes, there was a resolution. Turbo Tax Expert Annette said that after analyzing my School Tax Return, to try putting the Gross Distribution Amount from Line 1 into the State Distribution Amount on Line 16 and it worked. My return was finally accepted. The requirement to do this still doesn't make a lot of sense to me especially since my paper 1099-R doesn't even have a block 16 but it did work. Ohio must have changed something in their computer to require that block to be filled in. I have been doing the School District Tax Return for many years and never had this problem before.
