When you use the Online program it is free until you want to see the entire return and once you pay you can print and mail it ... you have full access to the program and a completed return. Intuit is a public for profit company and if they refund everybody's online fees then they would soon be out of business. Sorry but this is the company's policy ...

Isn't it FRAUD to charge me for filing my return though you didn't file it?
You accepted my $148 but, due to some technical difficulty, the computer connection wasn't completed and timed out before my return was filed. Now, I'm faced with having to pay another $148 to try to file my return. This isn't fair! So I ask that you refund the original $148 so I have enough cash to pay the $148 to actually file my return.
The Online fees are to prepare the return whether you efile or print and mail it, not to file it. Efiling is free and included. For 2019? You don't have to pay again. Go back and try to efile it. You can efile until Oct 15. Or print and mail it.
If it's trying to charge you you might be in the wrong account. It's common to end up with multiple accounts. First LOG OUT of whatever TurboTax account you're logged into right now. Then use this TurboTax account recovery website to get a list of user ID's for an email address. Run the tool against any email addresses you may have used

If you paid the TurboTax account fees with a credit or debit card, there are no charges to access the same account again and either e-file the tax return or print the tax return for mailing.

You must sign onto your 2019 online account with the exact same User ID you used to create and pay for the account.
Close all TurboTax windows on your web browser (including this one). Copy and paste the account recovery website link onto a new web browser window and run the tool.
Use this TurboTax account recovery website to get a list of all the User ID's for an email address. Run the tool against any email addresses you may have used - https://myturbotax.intuit.com/account-recovery
If none of the user ID's received will access your 2019 account, then use the option shown in blue on the account recovery website, "Try something else"
If you used the desktop CD/Download editions installed on your computer, the only copy of your tax data file and any PDF's will be on the computer where the return was created. TurboTax does not store online any returns completed using the desktop editions.
To access your current or prior year online tax returns sign onto the TurboTax website with the User ID you used to create the account - https://myturbotax.intuit.com/
When you sign onto your online account and land on the Tax Home web page, scroll down and click on Add a state.
This will take you back to the 2019 online tax return.
