The Online fees are to prepare the return whether you efile or print and mail it, not to file it. Efiling is free and included. For 2019? You don't have to pay again. Go back and try to efile it. You can efile until Oct 15. Or print and mail it.
If it's trying to charge you you might be in the wrong account. It's common to end up with multiple accounts. First LOG OUT of whatever TurboTax account you're logged into right now. Then use this TurboTax account recovery website to get a list of user ID's for an email address. Run the tool against any email addresses you may have used
