Did you actually file your return *AND* was it actually accepted by the IRS?
If you e-filed, you can check at https://www.irs.gov/refunds. If it shows your return was rejected, then your e-file was not accepted and your return was never filed. Period.
If you mailed your return, it normally takes 3-4 weeks before you'll get a status on that website. But for the 2019 tax season it may be months before you see anything. If you mailed your return without using a tracking service to confirm the IRS received it, then there's nothing anyone can do to help you. Mailing the return a 2nd time incurs a huge possibility of creating problems for you with the IRS.
At this point, if you e-filed your return and it shows a status of rejected, you have no choice but to print, sign and mail your return to the IRS. The IRS has closed e-filing for the 2019 tax season permanently and forever.
Did you get an email to pay the Turbo Tax fees? If the IRS is taking too long to send your refund they will ask you to pay the fees, see step 3 under What happens if the IRS reduces my refund......

Then when the IRS does send your refund they won't take the fees out again And, Why you got charged,

Sounds like you did not understand what MAX is for. Paying for MAX does not mean that TurboTax can speed up the IRS for you or check on the status of your refund with the IRS. Only the IRS controls when your refund will be issued. After you file your return, TurboTax does not get any information from the IRS and cannot intercede with the IRS for you. If you chose to have your TurboTax fees deducted from your federal refund then you also agreed to let TT take those fees out of your account if the IRS takes too long to issue your refund.

TURBOTAX TOOK MONEY OUT OF MY BANK ACCOUNT
Did you choose to have your TurboTax fees deducted from your federal refund? Is your refund taking an unusually long time to arrive? Or was your refund seized to pay a debt you owed? if so, you signed an agreement that says TT can withdraw its fees from your account. TurboTax would have sent several emails to you before they took the money out of your account.

Turbo Tax says......
We understand that these are unprecedented times and we’re committed to helping our customers who are experiencing hardships. If you’re in need of assistance, call us by the Tuesday prior to your debit date at 1-888-808-1723 to speak with a trained specialist and mention “auto-debit”, or visit TurboTax Support.
There have been a lot of delays for federal refunds this year.
Waiting is frustrating—refunds are taking longer in many cases. These are not normal times. It is not possible for TurboTax to speed up the IRS for you. The IRS is short staffed; and they are processing millions of tax returns at the same time that they have been burdened with the task of processing millions of stimulus checks.
To check on regular tax refund status via automated phone, call 800-829-1954. (This line has no information on Economic Impact Payments.)

TurboTax gives you an estimated date for receiving your refund based on a 21 day average from your date of acceptance, but it can take longer. Many refunds are taking longer during the pandemic.
Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.
You need your filing status, your Social Security number and the exact amount (line 20 of your Form 1040) of your federal refund to track your Federal refund:

If you chose to have your TurboTax fees deducted from your federal refund, that will take some extra time, while the third party bank handles the refund processing.

I am being billed for filing taxes with turbo tax. I did not know that turbo tax required payment for just a regular EFile tax return. My tax return was accepted but no refund as yet. Still confused because I signed up for FREE tax filing.

You must have upgraded to one of the paid editions and then selected to have the account fees deducted from the federal tax refund. There are no e-file fees with using the TurboTax online editions. The fee is for the use of the software if you are Not using the Free edition.
