I am being charged for my taxes which it has been processed for months. If I have to pay them without receiving my refund, then what is the point of the option to pay when I "receive" my refund. Apparently, people choose that option for a reason and the reason is they can't afford to pay it until they receive their money from their refund. I've tried calling but that's no luck. The only reason I chose turbo was because of a Uber promo but this is the 2nd year that I've had an issue and only when I'm using them. I've never had any issue with other tax services so this will be my last and final year with using turbo tax. It's not worth it. I can't even get in contact with any one and I'm over it.

All you can do now is, wait. At least you know that the IRS has your filing. It does not matter who sent your 1040 to the IRS. The IRS is the sole destination for tax returns. No one has discovered a way to make the IRS speed up sending out refunds. No one ever will because the IRS is an overwhelmed, over worked, under funded and under staffed government bureaucracy. Eventually you will get the pay off of your no interest loan to the government.
Have you thought of paying just enough by estimates or withholding to avoid a penalty and let the government wait for your check?

I understand that the IRS is behind. I'm not blaming turbo tax for that. I am not going to use Turbo tax again because for one, they are charging me even though I chose to be charged once I receive my refund "which I haven't ", 2nd this is the second year since I've used them that I am having issues with my refund. That means not to pay in extra estimates or to have less withholding taken out so you end up owing the IRS instead of getting a refund. So you not have to wait for the IRS to send a refund. Instead you will have to pay them.

Then when the IRS does send your refund they won't take the fees out again.

You should have received about 4 emails asking for the fees. If you don't pay they will debit your account. You had to agree to it.
This is an extraordinary time and IRS is way backed but will return to normal.
Your canned message suggesting to change your withholding is not helpful.
