I want to thank the community for their offers of help. Update: In working with Intuit, I determined that I had some kind of environmental problem. The error I received in the disc version, then the download, then another disk, all repeated the error. THEN, I tried my 2019 version that worked last year and it got the same error!! Clearly some kind of environmental error on my machine.
I had been having questions with my PC and Windows. And when I purchased Office365, I lost all confidence in my machine. After 50 years of Excel, I felt stupid using the 365.
I purchased a Mac Air. Intuit was very helpful in providing me a copy of the Mac version of Delux which runs fine. I even was able to make the 2019 files available and the transfer of power went well.
I'm feel INTUIT TREATED ME VERY WELL. And the community tried, but the information exchange environment results in many repeated questions and answers given but not available to the community trying to help.
Thanks everyone. I never would have believed I'd be a happy Mac guy but now I'm even growing to like Pages and Numbers! And I'm good with my Mac, iPad and iPhone.
We're freezing in Colrado but looking for spring 2021. Thanks again.

I bought the Deluxe CD at Sam's Club. When I put it in the drive it hums like it is working but nothing comes up. What am I doing wrong?
Do other CDs work in the drive? You inserted it the right way up? Some people put the CD in upside down.
If you have WIndows 10 and the CD won't load see
Windows Troubleshooting Installation…..
Or download Turbo Tax if you can't use the CD
I keep getting a duplicate turbo tax icon and cannot delete either one. It keeps saying that there is already one open and it won't replace or delete the other one.

Purchased cd yesterday but the PC I have 10 years of tax on is windows7 so I need to download to my Windows 10 PC. I have the Key and have not used it.
There should be a card in the CD case on on the CD envelope that says how to download it and you will need the 14 or 16 digit code from it to enter.
How to download Turbo Tax instead of using the CD
But if you first installed from the CD it may not let you download it. There is a problem if you first installed the CD. It doesn't connect you to an account you can find. You have to call in and ask for the download and a new License Code. Hopefully you get a customer service person who knows about it.

If you are using the TurboTax desktop CD/Download editions for Windows, try this -
Save the tax return. Close the TurboTax program
Right click on the TurboTax icon on your display
Click on Properties
Click on the Compatibility tab
Check the box Run the program as an administrator
Click on Apply and OK
Start the TurboTax program and Continue the tax return. See if the problem persist.
Note - You may have to re-start the computer for the change to take.
