You can not deactivate or remove your TurboTax account. However, if you wish to abandon your TurboTax Account then you can delete all your data using the Clear & Start Over function.

Your tax situation my require the upgraded version. You can downgrade your version with our clear and start over feature but you won't be able to do this if you've already submitted payment or deducted the TurboTax fee from your refund. Please see this TurboTax FAQ for more information:

"So if I use another service for three consecutive tax returns, TurboTax will agree to delete my account and all associated records? Or is this merely an excuse for data-invasive practices?
Relatedly, I have found it impossible to delete my Turbo account. Is there a federal data retention requirement to justify the obstacles to wiping information about my credit cards and student loans from other Intuit apps? "

I could repeat the policy for TurboTax accounts as stated in the very beginning of this thread, but that probably would not suffice.
If you want the policy for deletion and/or retention of tax or credit card data you will need to contact TurboTax support.

No matter which tab i'm under, there's no Tax Tools in the left menu bar when I click it. I need to clear the return I started but I cannoy find Tax Tools ANYWHERE.

If you are actually signed onto your 2019 online tax return where you can enter tax data on the return, then you have your screen minimized so that the left side column is not visible showing the various links. Click on the 3 horizontal bars at the top left of the online program screen to open the left side column.

As long as you haven't submitted payment, deducted the TurboTax fee from your refund, or registered, you can erase your return in TurboTax Online.
