I need to generate a copy of my 2018 tax return. I only have the tax file not a PDF. I downloaded TT2018 and opened the file. It gave me a message box that read something like "Your Federal return is loaded but you need to download the state. Below that it said "error 190". I click on the continue button but the app freezes and the only way I can get back to is to close the file.
So I tried another idea. I created a quick 2018 tax return and skipped ahead to the state section. When I click "continue" to go and download my state a new box pops up that says "Lets Download Your Free State". It has a blue continue button and also a blue hyperlinkd phrase sayign that if I having trouble getting my free state to "Click Here". If I click either of them the screen freezes and the links are dead.

Which software edition is it?
If you're using a wireless network, can you easily switch to using wired Ethernet instead to see if that makes a difference?
Are you using a VPN by any chance?
Did you try a 2018 manual update? It updates the Federal program and the updater tool itself.
After that, if problem persists, I'd see if running a TurboTax "Repair" helps any.
Or you can try uninstalling and reinstalling TurboTax.

Yes you are doing it right. Don't know where you are stuck. So you couldn't download the free state program?
After you get the program installed the first thing to do before you open your tax return is to update the program and install any state programs you had. Then open your file. So you first might need to start a fake return to be able to download the state program (go to FILE - NEW TAX RETURN)
Then go to FILE -Open and find your return.

Correct, I cannot download the free state (heck I would pay for it if I had to). I had to download and install TT2018 on my new computer and then attempted to open the 2018 tax file. It stalls out on saying it needs to download my state return in order to finish opening the file.
But I also tried the idea you suggested. I created a new tax return and went to the state section and it bogged down/froze as I descibed in detail in my orginal post.
So I am not sure what else to do.
All I want to do is open the tax file and create a PDF of it.
After installing the 2018 program, did you run the program updater? Also, have you rebooted your computer after installing 2018?
Is your version for Mac or Windows?
I had not updated, but I had rebooted. I was hopeful that updating would solve the problem, but it did not. BUt it did reveal more about the issue.
I started TT2018 and attempted to update it.
The Inuiut Update froze ( I had to use Task Manager to turn it off) after this error message popped up:

So it does seem like I have an issue with the state not be updated, but I also appears I cannot. The screen was actually frozen so I could not click on the "Check for solution" not the "OK" button that was at the bottom right.
Oh, also, Its Windows, running Windows Home 10
Oh and one more item. The Chatroom interpreted the error code as a phone number and deleted it.
The error code was as below with "x" added and broken up into three lines

I finally got it to work.
I uninstalled and reinstalled TT2018.
When I booted the program it asked me to do updates and I said yes. It failed again. But it did say it failed to upload my state update.
I tried opening my bogus 2018 return and tried to get to state taxes but I got the same errors about not being able to upload my state.
But I then went to the menu and "pushed" it by going to the "Online" pulldown menu and chosing "Check for Updates"
Voila! It found and installed the state update and then my 2018 tax return opened up and I was able to export a PDF. Like magic.
So I conclude that:
1) The problem all along was the lack of a state update
2) There was (or were ) a bug (or bugs) blocking some paths for installing that update.
