Check the state and local refund amounts in State and Local Tax Refunds on Form 1099-G to make sure those numbers are accurate.
I am having a similar problem with the smart worksheet on MO-A not importing my taxable refunds from prior year state and local returns. I received a Kansas City partial refund on my 2020 return due to working part of the year from home outside the city, as well as a state refund. The worksheet should be totaling those two values in box A then subtracting the portion that was the Kansas City refund in box B for a positive remainder in box C. Box A is not being properly imported from the federal return. This problem requires technical assistance.
